R -- MINUTEMAN III WEAPON SYSTEM SOL F42610-95-R-0134D DUE 091195 POC For copy, Spencer Peterson/Lmke/(801)775-2282, For additional information contact Spencer Peterson/Lmke/(801)775-2282 The Air Force's Silo Based ICBM System Program Office (SPO), Ogden Air Logistics Center (OO-ALC), intends to establish a contract for an Ordnance Refurbishment Study for the Minuteman III Weapon System. Contract coverage will be a basic period, not to exceed three years, for the Ordnance Refurbishment Study, and two option periods for the production of refurbished ordnance kits and assemblies. The contract will be awarded using full and open competition using the Air Force's Streamlined Source Selection procedures. The effort will be at the contractor facilities with possible TDY to Hill Air Force Base UT. We will hold a Pre-solicitation conference approximately 11 Sep 95. The precise date, time and place of the pre-solicitation conference will be specified in the draft solicitation. We will issue the formal RFP approximately 2 Nov 95 with final Contract Award by May 1996. Additional information: The Ordnance Refurbishment Study will determine the supportablility needs for the service life extension of the Minuteman III Weapon System to the year 2020. The current ordnance assemblies (1) are aging, (2) require replacement, (3) contain parts, components and sources that are no longer available, (4) contain ozone depleting materials, and (5) contain materials in which the processes are no longer in use or have become unavailable. The selected contractor will be responsible for supportabilitiy studies which will include (1) Determine the availability of materials and components, (2) Replacement of ozone depleting chemicals used in any process and reuse disposition of all materials and components, (3) Be responsible for developing subcontractor sources for the refurbishment of the KR80000 Safe & Arm device, 7300 Arm/Disarm Switches, and the Interstage Ordnance Assemblies. This will include a refurbishment process flow for shipping, cataloging of defects, testing requirements, refurbishment, etc., concluding with qualified and demonstrated designs. The anticipated minimum standards for the successful offeror are: (1) Must have demonstrated sufficient experience to handle the program across the broad spectrum of test, analysis, evaluation, management, and other areas as necessary to insure a successful program, (2) Must have demonstrated ability in program management, engineering, quality assurance, development and manufacturing of energetic/explosive materials, components and/or solid rocket motors for the Air Force's ICBM programs. (3) Must have demonstrated personnel experience in the application of engineering principles, i.e., test and analysis of energetic/explosive materials, components and/or solid rocket motors for the Air Force's ICBM programs. (4) Must possess adequate facilities and equipment to store, handle, test and dispose of Safe and Arm Ignitors, Arm/Disarm switches, and Interstage assemblies and components. The approximate issue/response date will be 14 Aug 95. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable.
