The Federal Bureau of Investigation (FBI), has a requirement for an indefinite quantity of B. E. Meyers (BEM), model 5003, ICCD cameras or equal. The BEM, model 5003, is a fully gated day/night CCTV camera which uses a generation 3, 18 millimeter photocathode diameter image intensifier assembly optically coupled to a 1/2 inch frame transfer charged chip. Full specifications are addressed in the solicitation. However, any ICCD camera offered other than the BEM model 5003 ICCD camera must be capable of operating in both extremely bright daylight and extremely low light level conditions. During extreme daylight conditions, the camera must be capable internally of automatically compensating to eliminate reflected infrared glare, without the necessity of using an auto-iris objective lens. In addition, the camera, while coupled to a nonauto-iris objective lens, with an aperture no greater than f/1.8, must be capable of operating without degradation of performance or damage when the sun is directly in the field of view of the CCTV system. The guaranteed minimum quantity ordered will be 10 units with an anticipated maximum quantity of 500 units over the life of the contract. This is not a developmental effort and any response must be based on immediately available, commercially off the shelf equipment. A sample unit will be required at the time of bid submission for anyone offering other than the brand name item. The sample unit will be returned if not selected. If selected, the sample unit will be retained by the FBI as the first deliverable. Any requests for the solicitation package must be submitted in writing, referencing Invitation For Bid (IFB) 6872, and be postmarked no later than fifteen (15) calendar days from the date of this notice.
