services described herein are requested to give written notification
(including the telephone number for a point of contact) to the
procuring office above. This is a requirement for a follow-on contract
for analysis of samples for AMS C14 dates (carbon dating). Research is
being conducted toward understanding the hydrology, geology, and
paleoclimatology of Yucca Mountain, NV, as a potential site for the
first geologic repository for high-level radioactive waste. Adequate
geologic characterization of the Yucca Mountain area requires
wide-ranging, interdisciplinary, complex, and detailed investigations
and research, all technically integrated and coordinated to meet the
goal. The work involves dating material to determine past climatic and
hydrological conditions in southern Nevada and surrounding area which
will be used to model future climatic and hydrologic conditions.
Dating of the material shall be accomplished using the AMS (Accelerated
Mass Spectrometric) technique with carbon 13 correction. Samples will
be less than one-half gram in size (weight), will be primarily of
identified material, with an estimated 100 samples total. Other samples
may be from rhizoliths or lake cores. The samples to be analyzed will
be collected by Government personnel and submitted directly to the
contractor for analysis. The contractor shall be expected to have
samples analyzed within 30 to 45 days of submission so that data can be
submitted in a timely manner. This time arrangement is a critical
element and nothing less shall be acceptable. This is a quality
controlled procurement. The work shall be performed in accordance with
the QA program of the vendor. The vendor must have a QA program that
meets industry standards. The vendor shall forward reports of analyses
to USGS as samples are analyzed. The reports shall include the name of
the scientist who submitted the samples, the date received and the date
reported, the sample identification number assigned by the lab, the
sample identification number assigned by the submitting scientist, the
C-14 age in years B.P. (Before Present with Present being 1950 as
defined by the international convention), the C-13 adjusted age, and an
explanation of the conventions used and the errors reported. The vendor
uses the USGS Quality Management Procedures Manual as a reference guide
and follows YMP-USGS-QMP- 4.01,R6. The supplier shall not sub-contract
any part of this procurement without first consulting with USGS.
Continuity of data is mandatory. Project was begun in 1994 and this
requirement is a follow-on to previous data analyzed. The data arrived
at by the carbon dating for this year must be compatible and
referenced to the data in 1994. If the carbon dating is awarded to a
different vendor than in 1994, the 1994 samples would have to be re-run
to stay compatible with the 1995 samples. Based on information
available at this time, and in accordance with 41 USC 253(c)(1),
implemented by FAR 6.302-1, the Government considers the item specified
as a sole source from Beta Analytical, Miami, FL, and proposes to
negotiate a contract with that firm on that basis. However, should
additional sources be identified, they will be considered. Firms who
feel that they can furnish the required item or its functional
equivalent (based upon the criteria specified herein) are invited to
submit in writing an affirmative response to this announcement. An
affirmative response would include literature, brochures and such other
materials which correspond to the required items stated herein. This
information will be evaluated and used to determine if competitive
opportunities exist. Since no solicitation document exists, requests
for such documents without accompanying information will be considered
non-responsive to this request without further consideration. This
notice may represent the Government's only official notice of this
