The National Oceanic and Atmospheric Administration intends to
negotiate telephone communication services for the National Marine
Fisheries Service, Gloucester, MA. The service will primarily be used
to receive and record information needed to monitor the activities of
certain fishing vessels. These vessels operate in the Northwest
Atlantic Ocean and set sail from coastal states from Maine to North
Carolina. The services shall process an estimate of up to 500 calls per
day. Each call is estimated to be 1 to 3 minutes long. The entire
conversation with each caller shall be recorded on audio tapes. All
data elements shall be computerized for ease of data transfer. Calls
shall be received 24 hours per day, 7 days per week, with peak calling
expected to occur (5:00 AM to 5:00 PM). Service shall be able to
adjust support to accommodate changes to peak calling times. The
contractor shall provide all personnel, computer hardware and software,
and voice recording equipment required to support the work
requirements. Contractor shall support the use of a predetermined phone
number with a 508 area code and a 800 number. This is 100% set-aside
for Small Business Concerns. Offers from concerns other than small
