seeking sources to engineer, install, and integrate electronic security
systems at Government and non-Government sites throughout the world.
The scope of work includes requirements definition, site survey,
project package development (including security system and site
preparation designs, list of materials, installation specification,
installation instructions), site preparation, security system
installation and integration, testing, site restoration, security
system removal, purchase of ancillary security equipment and materials,
security consultation, and contractor logistics support. Electronic
security systems include both Government-furnished and commercial
interior sensors, above and below ground exterior sensors, assessment
and display equipment, annunciation equipment, and access control
systems. Site preparation includes erection of security fencing,
drainage and erosion control, grading, trenching, above and below
ground power and signal cabling, pedestal installation, and facility
modifications. Installation includes equipment installation,
integration, and site-specific software configuration. The period of
performance is expected to be 72 months including options. Interested
potential sources should respond by indicating their ability to meet
the following screening criteria: a) substantial experience in the site
specific requirements definition, design, site preparation,
installation, integration and test of large scale electronic security
systems, b) ability to accomplish installations throughout the
Continental United States and overseas, c) capacity to support cyclical
requirements ranging from one to as many as four large scale design and
installation projects simultaneously, d) cost and schedule control
system capable of tracking and reporting commitments and expenses on a
time and materials, delivery order based contract, and e) ability to
obtain Government clearance to the SECRET level. Interested potential
sources should respond to the above screening criteria, in writing,
within 30 days of this publication to the above listed address.
Responses should not exceed 15 pages. Respondees should indicate
whether they will perform as a prime or subcontractor. The Government
intends to solicit those firms meeting the screening criteria in this
synopsis. Any offeror initially judged to be unqualified will be
provided a copy of the solicitation upon request, and any offer such a
firm might submit will be evaluated without prejudice. Small and
disadvantaged businesses should identify themselves. The small business
definition for this contract is 750 employees ( Standard Industrial
