The Department of Justice, Justice Management Division, intends to negotiate with Georgetown University Law Center (Georgetown), Washington, D.C. 20001, for copies of the Georgetown Law Journal, Criminal Procedure Project issue. This Georgetown Law Journal publication contains copyright protected information which is utilized by Department attorneys as a research and trial preparation tool. This publication discusses every important Supreme court and appellate court case dealing with criminal narrative analysis of criminal legal problems, case law and statutory law. The Georgetown publication is copyright protected and thus Georgetown University Law Center is the is the only known source for this publication. The statutory authority for the proposed procurement is 41 U.S.C. 253 (c)(1), only one responsible source. The proposed requirements contract will supply Department locations nationwide. A solicitation does not exist for this requirement. Interested concerns must respond with written documentation, detailed data and pricing information which clearly demonstrates their ability to perform this requirement. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government. The anticipated period of performance under any resultant contract will be one year and may include four (4) one- year options to extend the terms of the contract.
