Provide the design, development, fabrication, hardware, inspections, tests and installation of a simulator and necessary equipment to accept inputs from the government furnished 270 WMEC (medium endurance cutter) console, digitally process these inputs and provide outputs to the console such that the console indicating and alarm devices dynamically simulate actual cutter operation by functioning as a full engineering plant for the U.S. Coast Guard Reserve Training Center, Engineering and Weapons School, Yorktown, VA. SIC Code 3625. The performance period is 180 days from receipt of award. This effort is to be procured from the console developer TANO Marine Systems, P.O. Box 26575, New Orleans, LA. TANO Marine Systems is the only source for the consoles and the only known source available for this procurement due to proprietary data. Authority and justification is Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. Respondents to this notice should submit, within 15 days after publication in the Commerce Business Daily, a statement of capability to determine their responsibility. Please note, if evaluation of a source submitted hereunder cannot be processed in time to meet government requirements, award of the subject requirement may continue since the time required for approval of a new source is such that award cannot be delayed pending approval.
