Specialist, (202) 324-3319. The Federal Bureau of Investigation (FBI)
intends to negotiate a sole source firm fixed price contract with
Passive Bullet Traps, Inc., a division of Savage Arms, Inc., for the
purchase of a Passive Bullet Trap System (Model No. IP96) to be
installed at an indoor range located at the FBI Academy, Quantico,
Virginia. The bullet trap includes, but is not limited to the following
specifications: (1) The bullet trap shall be a ''wet-trap'' system,
wherein the full lower impact plate is constantly covered with a
flowing recyclable liquid. (2) The impact plates shall be able to
withstand the impact of handgun ammunition up to and including .50
caliber A.E.. (3) The bullet trap will utilize a wet deceleration
chamber, rather than a ''smash plate''. (4) The system shall be
equipped with a conveyor system to carry spent projectiles to a
collection bin to eliminate any necessity for handling of fired
projectiles by our personnel. (5) The system shall be designed to
minimize the presence of air-borne lead particles. (6) The system must
be installed on the existing indoor range without modification, other
than the installation of a door to facilitate construction. (7) The
system shall be of floor to ceiling and wall to wall dimensions. (8)
The system shall minimize, if not eliminate, any ricochet of fired
projectiles regardless of the angle at which the projectile is fired.
The system shall be currently available and tested. Proposals for a
system in stages of research and development will not be acceptable.
Destination is Quantico, Virginia--Delivery is required approximately
60 days after award of contract. Offeror's able to meet the requirement
are invited to identify their interest and ability to meet the

specifications/pricing and any other information which shows a bonafide
ability to meet this requirement within 45 calendar days of this
publication. This information will, however, be considered if clear and
convincing documentation indicates it is in the government's best
interest to conduct a competitive acquisition. If no affirmative
responses are received within this time to determine that a comparable
source more advantageous to the government is available, a contract
will be negotiated with the above-named vendor. Information pertaining
