Robert Nolin, Contracting Officer, 513-255-7288, Ext. 462. The Training
Systems Product Group at Aeronautical Systems Center (ASC/YW) will be
releasing the formal Request for Proposal for the C-141 Aircrew
Training System on or about 15 Aug 95. The solicitation will be for the
total operation, maintenance and support of the C-141 Aircrew Training
System (ATS). This acquisition will award a firm-fixed-priced contract
in fiscal year (FY) 96 with annual firm-fixed-priced contract in fiscal
year (FY) 96 with annual firm-fixed-priced options for FYs 97 through
01. The provisions of the Service Contract Act (41 U.S.C 351 et. seq.)
will apply to this contract. This acquisition will be a successor
contract to the current C-141 ATS contract (F33657-89-C-0039) with
Hughes Training Incorporated. Contract award is contemplated on or
about 20 Feb 96. This successor contract will acquire the total
management, operation, logisitics support, and mantenance of the
existing C-141 ATS. The C-141 ATS provides the total ground training
for all C-141 crew members, basic flight engineer trainees, and
selected maintenance personnel. The acquisition will accomplish the
upgrading of the ATS with several system improvements. Key among these
is the All Weather Flight Control System (AWFCS) modification. The
AWFCS modification will be incorporated on all system media, (inclusive
of the flight training devices), at three ATS locations: Memphis IAP
TN, and March AFB CA, and establish a new ATS site at Dobbins ARB GA.
At Memphis IAP, the C-141 ATS will transition from its current
facilities into new government provided facilities. At Dobbins ARB, the
C-141 ATS will activate in new government provided facilities. At March
AFB, the C-141 ATS will transition from its existing deployment at
Travis AFB to existing facilities on March AFB. The need date for
initiating AWFCS training is 1 Feb 97. The training need date for AWFCS
configured courseware media is 1 Feb 98. The training need date for
fielding AWFCS-modified flight training devices (including a Weapons
System Trainer) at Memphis IAP is 1 Feb 98. The solicitation also
contains a requirement for the contractor to install HAVE QUICK II
Control Heads in the weapon system trainers and cockpit procedures
trainers. The HAVE QUICK II Control Heads will be provided as
government furnished equipment. The solicitation will also call for the
ATS (including its staff) to be upgraded as necessary to achieve and
maintain accreditation with the Community College of the Air Force in
accordance with Air Force Instruction 36-2304. The solicitation will
also include options for: a rehosting of the computational system of
all C-141 ATS cockpit procedures trainers, relocating ATS operations
from the existing locations to-be-determined CONUS locations,
developing up to an additional three visual system databases each
fiscal year for ''certified'' airfields (note: the basic contract will
contain a requirement to generate three such airfields each fiscal
year. The options will bring the potential annual total up to six),
upgrading the existing visual system databases to accommodate formation
aerial refueling training up to the ''precontract'' position. The
formation aerial refueling option will have three choices: the first is
the basic option for upgrading just the visual system database plus
courseware. The second FAR option would be for the basic requirement
plus upgrading all the flight training device's Station Keeping
Equipment (SKE). The third FAR option would be for the basic option,
SKE upgrade, plus upgrading the performance of the flight training
device's APS-133 radar system. The C-141 ATS is currently operating at:
Altus AFB, OK, Travis AFB CA, Andrews AFB, MD: Jackson ANGB, MS,
Memphis ANGB, TN, Wright-Patterson AFB, OH, March AFB, CA, McChord AFB,
WA, Charleston AFB, SC, McGuire AFB, and commercial facilities in
Burlington NJ and Altus OK. The existing ATS assets, with the exception
of the commercial facilities, will be provided to the successor
contractor as Government Furnished Equipment on an ''as is'' basis per
FAR 52.245-19. Offerors must reestablish contracts for there
commercial facilities. There will be a ninety (90) day transition
period between the existing contract and this contract. Transition from
the current contract to the new contract must not impact government
student throughput requirements. The contractor chosen for the new
contract shall continue to maintain the fidelity of simulator devices
according the FAA Advisory Circular 120-40A Phase II. The contractor
shall hire, train, and provide on-site instructors at each operating
location sufficient to support student throughput requirements, plus a
margin of surge capability. The contractor shall provide on-site
Contractor Logisitics Support at each operating location, and meet the
government's requirements for device availability. The system's
Training System Support Center (TSSC) and Training Management (TMS)
shall be operated and manned by the contractor. The TSSC is currently
located at Altus AFB, OK. If a new contractor is chosen, the successor
shall negotiate and implement an associate contractor agreement with
the outgoing incumbent to ensure overlap and smooth transition of OM&S
without negative impact to training throughput or qualilty. The RFP
will be available on PIXS (see below) and in hard copy from ASC/YWMA,
Building 11, Suite 7, 2240 B Street, Wright-Patterson AFB OH
45433-7111. Interested offerors may arrive after 1:00 p.m. on or about
15 Aug 95 to obtain a copy. Proposals are due thirty (30) calendar
days after release of the RFP. The exception being the Past Performance
volume which will be due fifteen (15) calendar days after release of
the RFP. Proposals will be requested on electronic media (compatible
with Microsoft Word) and in hard copy. The bidder's library established
for the Draft RFP, will remain open through 30 Sep 95. The phone number

section has been established on the Preaward Information Exchange
System (PIXS) electronic bulletin board system at WPAFB, OH. The PIXS

An ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
