The C4IEW Acquisition Center of the US Army CECOM intends to award a requirements contract for engineering and field services required to support tactical switches of the AN/TTC/TYC-39 family and associated communications management systems (CMS), which are or will be operated by the US Army, US Air Force, US Navy, US Special Operations Command, US Central Command, Defense Information Systems Agency, and Joint Communciations Support Element. The services to be ordered under this contract include development of equipment and/or software design modifications/enhancements, depot level repair of equipment units, world-wide technical assistance for deployed switching systems and CMS equipment, world-wide support for fielding of switching systems and CMS equipment and application of Modification Work Orders. The contract is to have a one year base ordering period and an option for extension of this ordering period by one year, up to four times. Noncomptetitive negotiations with GTE Government Systems Corporation, Communications Systems Division, of Taunton, MA are contemplated, because it possesses proprietary rights to much of the technical data for the AN/TTC/TYC-39 family of switches. GTE was awarded the existing contract for this requirement after being the sole firm which responded to a competitive solicitation, and a recent market survey by CBD synopsis indicated that no other firm is interested in competing for the new contract. All responsible sources may submit a proposal, however, which shall be considerd by the agency. It is anticipated that a solicitation will be issued on the US Army CECOM Electronic Bulletin Board on or about 11 August 1995. US Army CECOM has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Requests for Proposals (RFP's) and Invitations for Bids (IFB'S) from government to industry. All solicitations issued from Fort Monmouth for acquisitions over the small purchase threshold will be solicited via the EBB. Hard copies of solicitations will no longer be distruibuted, with the exception of those for Post, Camp, and Station acquisitions. All interested parties wishing to do business with CECOM are invited to access, operate, send, and receive data from the CECOM EBB system. To become a user of the EBB, you will need an identification code and password, in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. Detailed information regarding system requirements is contained in the US Army CECOM EBB User's Manual. A user's manual, identification code, and password will be issued upon request.
