Department of Commerce, United States Patent and Trademark Office
(PTO), Office of the Chief Information Officer, has a requirement to
provide skilled staff, managerial and technical resources, tools, and
other resources necessary to analyze, design, develop, deploy,
maintain, modify, reengineer, and enhance PTO automated information
systems that support all business functions. The services needed
include business process reengineering, information engineering, system
design and analysis, programming, testing, customer training (to
include technical personnel), implementation, transition to operations,
system/software maintenance, project-specific system/software
engineering, product assurance, project management, and other related
services and products. Software applications or products and incidental
hardware are needed for system life cycle support of development,
maintenance, and enhancement activities. The System Development and
Maintenance (SDM) acquisition is an OFPP pilot project. As such, past
performance is a substantive evaluation criteria. A Cost-Plus-Award-Fee
Contract will be awarded to the responsible offeror whose proposal is
most advantageous to the Government, considering price and other
factors included in the solicitation. The Government expects to award
approximately two contracts as a result of this competition. However,
the Government is not obligated as a result of this solicitation to
award any particular number of contracts beyond the initial award to
that offer which represents the best value to the Government. It is
anticipated that the draft solicitation will be made available o/a
8/1/95. A presolicitation or preproposal conference is not
contemplated. However, PTO's Acquisition Management Division sets aside
1/2 hour sessions on Thursday afternoons, from 2 p.m. to 4 p.m., to
conduct vendor discussions. To schedule a meeting, please contact the

draft and final solicitations, amendments (if any), and bidders lists
will be available as follows: BBS -- The PTO bulletin board system is
available 24 hours a day, seven days a week, except for Tuesdays from
7:00 a.m. to 12:00 noon for data loading, and as announced on the BBS
for maintenance. Direct Access to the BBS by dialing (703) 305-8950
(1200-9600 baud modem and related software should be set at 8 character
bits, no parity, 1 start/stop bit). To report problems, send an
electronic mail message to the BBS Sysop. Since the draft solicitation
is scheduled to be released on a Tuesday, an electronic copy of the
document will not be available until the BBS comes back up. INTERNET
and WORLD WIDE WEB ACCESS -- An electronic copy can be viewed and/or
downloaded via Internet (ftp to ftp.uspto.gov) or the World Wide Web
(http://www.uspto.gov). DISKETTE -- To obtain an electronic copy using
high density 3 1/2'' diskettes, please submit a written request. If a
paper copy is required, please submit a written request. It is
anticipated that, o/a September 1, 1995, a CD-ROM of the publications
listed in section J.2 of the draft solicitation can be obtained for
$30.00 from U.S. Patent and Trademark Office, Office of Electronic
Information Products and Services, Crystal Plaza 2, Room 9D30,
Washington, D.C. 20231 Telephone: (703) 308-0322. Please specify that
you want the System Development and Maintenance contract CD-ROM, and
include your return mailing address and telephone number. Please pay by
check or money order payable to the Commissioner for Patents and
Trademarks, or the PTO deposit account to which you want it charged.
Payment must accompany your order. Credit card and purchase orders will
not be accepted. Questions concerning the draft solicitation should be
submitted in writing accompanied by a diskette no later than 9/01/95.
