of 1992, Public Law 102-486, authorized Department of Defense (DOD) to
request statements of qualifications, and from the statements received,
designate and prepare a list of firms qualified to provide energy
savings performance contracts. In accordance with this law and by
delegation of the task by the DOD, the Huntsville Division, US Army
Corps of Engineer is seeking firms who are interested in furnishing
qualification statements for this process. The prequalified list of
energy service companies will be available for use by all DOD
components in the acquisition of energy savings performance contracts.
The evaluation categories are: (1) experience and demonstrated
technical capability, (2) energy baseline and savings calculation
capability, (3) organization and management capability, and (4)
financial condition and resources. The prequalification statement will
include the details of each of these categories and the evaluation
factors. Those firms previously qualified will be required to update
their prequalification statements or certify that the information
previously furnished has not changed. Once prequalified, all other
firms will be subject to the annual call for updated prequalification
statements. It is anticipated that the updated list will be available
on January 1, 1996. If you are interested in receiving consideration
for this process and have not previously requested to be included on
the list to receive the mailout of the prequalification statement,
please furnish a written request to: U. S. Army Engineer Division,

or Fax 205-895-1197. Page limitations for the submission will be
included in the instructions provided with the prequalification
statement. The Standard Industrial Code applicable to this procurement
is 8999. Any firm whose annual receipts over the past 3 years do not
exceed an average of $5.0 million is considered a small business.
