consists of 3.600 miles of grading, drainage, base and paving. Project
includes: construction survey & staking; construction scheduling;
contractor sampling & testing; clearing & grubbing; 14,500 ton hot
asphalt concrete pavement; 15 ton asphalt tack coat; 32,500 ton
untreated aggregate courses; 16,000 ton emulsified asphalt treated
aggregate base; 1,800 lnft silt fence; 24,000 cuyd excavation &
embankment; 500 M-Gal watering; 700 lnft fences, gates & cattle guards;
150 cuyd riprap; 300 sqyd earthwork geotextiles; 300 lnft guardrail;
60,000 sqyd topsoil; 50 slry units turf establishment; 160 hrs rental
equipment; 1,600 hrs flagging; 200 hrs pilot car; 30 sqft signs;
100,000 lnft permanent pavement markings; and other small items of
work. Work shall be completed by September 15, 1996. Estimated price
range is between $1,000,000 and $2,500,000. Presolicitation Notices are
being provided to firms on this agency's mailing list concurrently with
the publication of this synopsis.----The following applies only to
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
