SEC TECHNOLOGY CONFERENCE POC Office of Information Technology, (202) 942-8800. EDGAR CBD Notice The United States Securities and Exchange Commission (SEC) anticipates the issuance of an RFP (Request for Proposals) near the end of the 4th quarter of calendar year 1995 for operational support and maintenance of the existing EDGAR (Electronic Data Gathering, Analysis and Retrieval) filing system, and, as appropriate, system enhancements. In and effort to ensure the recompetition RFP reflects the most current and appropriate technologies, the Commission plans to conduct a pre-solicitation, technology conference on Monday, August 14th, 1995. The conference will be followed by the release an RFC (Request for Comments) in late August or early September, 1995. Input submitted in response to the RFC document will be due approximately 4 weeks after issuance of the RFC. The pre-solicitation conference will be held at SEC Headquarters, 450 5th Street, NW, Washington, DC, in Room 1C30, starting promptly at 9:00 AM, and concluding at approximately 4:30 PM. Effective open communications between the SEC and the vendor and user communities is integral to providing the Commission with the best value solution to this effort. Accordingly, the pre-solicitation technology conference will be an open forum whereby all interested parties may ask questions about, participate in discussions with others and SEC personnel on, or proffer broad solutions to, issues in the following technical and functional areas: alternatives to ASCII, EDGAR document format, use of SGML, acceptance of documents in three or four native word processing formats, image handling, communications and dissemination. The technology conference and the RFC document will provide an opportunity for the industry and user communities to affect the shape of the new EDGAR system. The conference will not address, nor will SEC personnel entertain, queries or issues regarding contract type, scope, dollar value or any other issues not directly related to the technical and functional apsects of the existing system and possible system enhancements, or broad timeframes associated with same. SEC conference moderators will strive to maximize breadth of discussion as opposed to excessive depth of discussion on any single system facet, feature or enhancement. All salient issues, and especially those issues clearly requiring additional comment as highlighted by the conference, will be addressed in the RFC. The conference will be videotaped by the SEC. To ensure that arrangements are adequate to accommodate those interested, parties that anticipate participating in the conference are requested to call the Office of Information Technology (OIT) at 202-942-8800 between the hours of 9 AM and 5 PM Eastern Time and provide the following information: company name, name(s) of attendees, telephone and fax numbers, a brief indication of area(s) of interest, and mailing address if you wish to be placed on a bidders list. Space is limited to approximately 175 participants. Organizations are requested to limit attendance to two persons. All attendees will be required to check in if pre-registered or register prior to entry into the conference room. Provision of business cards by the participants would be appreciated. No solicitation document exists at this time. All those registered for the conference and who request so, will be placed on the bidders list. The bidders list will be provided in the RFC. The release of the RFP will be synopsized in the CBD at the appropriate time.
