433-0770. The Fleet and Industrial Supply Center Norfolk Detachment
Washington (FISCNORDETWASH) has a requirement in support of the Norfolk
Naval Shipyard Detachment (PESO), Annapolis, MD for a Constant Rate
Test Machine consisting of two load frames with controllers and a
microprocessor with each load frame having a capacity of 8,000 pounds.
The equipment shall consist of, but is not limited to: two load frames
with load cells, constant extension (tension) speed, electric motor
powered with anti-backlash gear drive and capable of tension testing
specimens at a full load of not less than 8,000 pounds of capacity.
Each load frame shall have a control and display unit which can control
and test an individual load frame without a microprocessor. The load
frame shall contain a digital load indicator/controller. The system
shall be provided with a dedicated IBM compatible microprocessor data
system capable of controlling/monitoring both load frames
simultaneously. Place of delivery has not been secured but equipment is
being procured for Naval Surface Weapons Center, Carderock, MD.
Proposals will be evaluated based upon low price/technically
acceptable. This proposed contract is being considered as a 100 percent
set-aside for small business concerns, as defined by the clause
52.219-6 of the Federal Acquisition Regulation. The interested small
businesses should provide the contracting office as early as possible,
but not later than 15 days after this notice, evidence of their
capability to perform the contract and a positive statement of their
eligibility as a small business (a firm with 500 employees or less). A
manufacturer or regular dealer submitting an offer in its own name
agrees to furnish, end items manufactured or produced by small business
concerns inside the United States, its territories and possessions, the
Commonwealth of Puerto Rico, The Trust Territory of the Pacific
Islands, or the District of Columbia. If adequate response is not
received from small business concerns, the solicitation will instead be
issued, without further notice, as: Unrestricted. Therefore, replies to
