Wendelgass (703) 806-4475 (Site Code DAHC35) The U.S. Army Directorate of Contracting, Fort Belvoir, Virginia intends to negotiate on a sole source basis with Sikorsky Support Services, Inc. to acquire Logistics Support Services (LSS) in support of the UH-60 BLACKHAWK Helicopters located at Davison Airfield, Fort Belvoir, VA. Such service is required to transmit the knowledge necessary to update the Department of the Army military and civilian personnel in the technical skill capabi- ities required to operate and maintain the equipment. The LSS shall have access to all current technical data to insure aircraft readiness. The technical expertise provided must be precise and reflective of all current configuration changes. The LSS shall be trained and technically certified by Sikorsky to perform the required services. The LSS shall be fully knowledgeable in the use of common and peculiar hand tools, special tools, test equipment, TMDE, and ground support equipment required to enable fault isolation and repair of the UH-60 aircraft. The LSS shall maintain a direct communication link with Sikorsky for factory engineering support, technical data and requisite publications in the event technical problems arise that exceed the capability of the LSS. The primary mission of this service shall be to transmit the knowledge necessary to update the Department of the Army military and civilian personnel in technical skill capabilities required to operate and maintain the aircraft and equipment to the Aviation Intermediate Maintenance (AVIM) level, including all associated Test, Measurement and Diagnostic Equipment (TMDE) and ground handling support equipment. The secondary mission of this service shall be to provide on-the-spot technical advise to the military personnel and the civilian Logistics Assistance Representative (LAR), to resolve technical problems incident to operating, testing, troubleshooting and general maintenance practices associated with the equipment. Period of performance shall be for a Base Year with four (4) Option Years. This notice of intent is not a request for competitive proposals.
