D -- AMASS FULL-SCALE DEVELOPMENT SOL DTFA01-90-C-00044 DUE 082895 POC Contracting Officer, Daniel Telfer, 202-267- The Federal Aviation Administration proposes to award a modification to a contract for the Airport Movement Area Safety System (AMASS) to Westinghouse Norden Systems, Inc., to proceed with full-scale development. Three Full-Scale (FSD) systems will be procured as a modification to the existing contract. AMASS is dependent on its host system, ASDE-3, and cannot operate as a stand-alone system. AMASS will obtain ASDE-3 surveillance data through an internal interface with ASDE-3. Westinghouse Norden Systems, Inc. (formerly Norden Systems, Inc.) has successfully developed an engineering model/prototype of the AMASS, which validated the concept that runway incursion logic could be automated. Under the existing contract, which was awarded on a sole source basis, three AMASS DEMVAL systems have been produced. The effort necessitates specialized expertise with the ASDE-3/AMASS existing hardware and software. To be eligible, any interested party must submit a written statement of qualifications to Daniel Telfer, Contracting Officer, ASU-320; 800 Independence Avenue S.W., Washington, D.C. 20591, not later than close of business on August 28, 1995. The submission must demonstrate the technical knowledge, skills, experience and existing capacity to integrate and field ASDE-3/AMASS. Any submission must also fully identify specific individuals and their educational and work experiences which relate directly to ASDE-3/AMASS. This action is intended as a Sole Source requirement and Note 22 is applicable. (0193)
