The objective of this effort is to provide security services to Tactical ATM users and Network Management systems in areas of confidentiality, integrity, authentication, and assured service while maintaining compatibility with Global Grid and DOD Goal Security Architectures. Estimated effort duration is eighteen (18) months. A read library containing technical information relating to this acquisition is available for review by potential offerors at Rome Laboratory/C3BC, 525 Brooks Road, Griffiss AFB, NY 13441-4505. Appointments for access may be made by contacting Chet Maciag, 315-330-1875 at least 48 hours in advance. SECRET clearances will be required for performance. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contract Specialist, Gail E. Marsh, 315-330-1940. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Potential offerors are advised that a conventional solicitation will not be issued. The solicitation will appear in a subsequent edition of the Commerce Business Daily. Concurrent with publication of the solicitation, a supplemental package will be mailed to all respondees.
