Administration (MARAD) proposes to negotiate a contract with Robert K.
Reilly, Esq., the one responsible source and no other supplies or
services will satisfy agency requirements in accordance with FAR
6.302-1, to perform the following tasks. Support to the Naval War
College, its President, faculty, staff and students, in fulfilling
responsibilites of the Emory S. Land Chair of Merchant Marine Affairs;
prepare and deliver lectures, develop courses of instruction and case
studies for consideration by naval and military officers and senior
civil officials on the merchant marine, the maritime industry, the
means of obtaining strategic sealift services in time of crisis or war,
the naval control and protection of shipping in conjunction with allied
nations and related points of maritime and admiralty law; conduct
seminars, workships, study groups and advanced reserach on merchant
shipping support to joint operations; act as maritime advisor to the
President of the Naval War College and for development and conduct of
war games. Mr. Reilly has previously served in this capacity for a
period of three academic years as Professor of Merchant Marine Affairs
and Associate Professor of Naval Operations He is a licensed Deck
Officer of the merchant marine; a member of the MARAD component of the
United States National Defense Executive Reserve; a member of the Bar
in New York and Massachusetts, licensed to practice maritime and
admiralty law; a member of the National Defense Transportation
Association; and until recently, an International Designee to NATO's
Defense Shipping Authority. While on active duty as an officer with the
U.S. Navy, he served two tours with the Military Sealift Command in
Bayonne and Washington; he was the Chief of Naval Operations' Program
Manager for the U.S. Naval Control of Shipping Organization and Chair,
Publications Sub-Group of NATO's Naval Shipping Working Group
involving close liaison with naval officers and civilians from each of
the member nations of the North Atlantic Alliance; he is a decorated
war veteran for his naval service in Viet Nam participating in joint
and combined operations. Mr. Reilly currently serves as a Member of the
Board for Development of the Marine Transportation Curriculum at the
Massachusetts Maritime Academy and advisor to the President (MMA) on
