Ext. 208 Provide professional architectural/engineering services for
the Design and Preparation of Construction Contract Documents,
including a cost estimate, for the renovation of an existing
multi-story, mixed use building of approximately 35,000 GSF located in
the northeast region of the United States. The project includes
conversion of existing spaces to other functional uses, provision of
air conditioning, plumbing and sprinkler systems, upgrade of existing
building utility systems, asbestos and lead paint abatement, seismic
evaluation and reinforcement and modifications for compliance to
current handicapped accessibility and life safety code requirements.
The estimated cost of construction is between $5,000,000.00 and
$10,000,000.00. The services are required to begin approximately Sept
1995 and shall be completed within 300 days after Notice to Proceed. No
additional information is available at this time regarding this
project. The following evaluation criteria are applicable to one or
more of the factors included in Note 24: (1) Specialized experience of
the firm including joint venture or association and technical
competence in the renovation of existing buildings including upgrade of
building utility systems and modifications for handicapped and life
safety code compliance; (2) Professional capacity to accomplish the
work on time; (3) Professional qualifications necessary for
satisfactory performance of required services; (4) Past performance on
DOT and other Government contracts in terms of quality of work,
ability to meet contractual performance/delivery schedules and accuracy
of construction cost estimates and A/E-client relationship; (5)
Location of firm in the general area provided there is an appropriate
number of qualified firms therein for consideration (special
consideration will be given to firms located in the northeast and
mid-atlantic regions of the United States); (6) Minorities and women in
all job classifications, considering availability in the general area;
(7) Design ability and understanding of the requirements of the
project; (8) Ability to assess and specify asbestos abatement and lead
paint removal; (9) Project team organization and key personnel roles
and responsibilities in terms of coordination, schedule, construction
cost control, quality managment practices, and quality control
procedures; (10) Ability to conduct seismic evaluation and specify
structural modifications to meet seismic requirements; (11) Experience
of the firm in evaluating and determining environmental requirements
and acquiring state and local permits for construction; ability of the
firm to submit environmental and other permits to state agencies,
which may include the need to certify permit applications or plans by
state-licensed professionals; (12) Ability to provide qualified
construction inspection services. (13) Total Quality Management Program
- firms will be evaluated on factors which relate to their internal
efforts toward implementing TQM. In addition, firms will be rated on
the acceptability of their internal quality control program used to
ensure technical accuracy and discipline coordination. Firms desiring
consideration should submit appropriate data as described in Note 24 to
the address indicated above not later than 4:30 p.m. on 17 August 1995.

(DOT), Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000.00 per contract to provide accounts receivable
