(703) 875-4009 The U.S. Trade and Development Agency (TDA) seeks to
award a firm fixed price contract to a U.S. contractor who is capable
of conducting audits in accordance with ''Generally Accepted Auditing
Standards'' (GAAS), as promulgated by the American Institute of
Certified Public Accounts (AICPA). The U.S. Trade and Development
Agency (TDA), is an independent U.S. Government agency under the
Executive Branch. TDA is an export promotion agency that facilitates
partnerships between large and small American companies and foreign
decision-makers by funding feasibility studies and other planning
services for major capital projects in developing countries. TDA
provides funding to U.S. businesses through a combination of direct
grants and contracts to foreign governments. TDA's activities are
authorized under the authority of Section 661 of the Foreign Assistance
Act of 1961, as amended (22 USC 2241) . Established in 1980, TDA was
known as the Trade and Development Program until 1992. TDA was
established as an independent agency under the foreign policy guidance
of the Secretary of State by the Jobs Through Exports Act of 1992
(P.L. 102-549), enacted October 28, 1992. TDA desires to contract with
a firm to perform an audit of two training grants. The contractor will
provide technical audit assistance to determine whether in conducting
two TDA training projects in Asia, the U.S. corporations accomplished
the respective project purposes and disbursed grant funds consistent
with the terms of the agreement and applicable Federal guidelines. The
contractor will also review the internal TDA procedures for assessing
and approving the grants and will offer any suggestions for
strengthening them. Two different Asian countries are involved: Hong
Kong and Thailand. Two different U.S. companies are involved; their
headquarters are in Colorado and Texas. The grants relate to projects
in the aviation technology and energy (petrochemical) sectors.
Contractor selection will be based on (1) Company and engagement team
qualifications: Education and training in accounting and auditing;
demonstrated experience in providing accounting, auditing and
management services in the private sector and to government agencies,
with an emphasis on interpreting U.S. government grant and contracting
procedures and regulations; demonstrated international business
experience with a particular emphasis on energy and/or aviation. This
procurement shall be a full and open competition, under which any type
of organization (commercial (for profit) firms, educational
institutions, non-profit organizations) is eligible to compete. All
participating organizations involved with supplying professional
services must be incorporated or chartered in the United States.
(Specific questions as to eligibility should be directed to TDA). The
competitive proposals method of solicitation as set forth in Part 15 of
the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1), shall be
utilized for this procurement. This solicitation in no way obligates
TDA to award a contract nor does it commit TDA to pay any cost incurred
in the preparation and submission of the proposal. Any explanation
desired by an offeror regarding the meaning or interpretation of this
solicitation must be requested in writing and with sufficient time
allowed for reply to reach the offerors before submission of their
offers. All oral explanations or instructions, given before the award
of this contract will not be binding. Any information given to a
prospective offeror concerning the solicitation will be furnished
promptly to all prospective offerors as an amendment of the
solicitation, if such information is necessary to offerors submitting
proposals or if lack of such information would be prejudicial to
uninformed offerors. The Request for Proposal (RFP) will be issued
on/or about fifteen (15) days after the publication date of this
synopsis. Closing date will be thirty (30) days thereafter. Only
written requests for the RFP will be honored. Those interested in
