59 -- BASIC ORDERING AGREEMENT FOR SPARE PARTS FOR SOLID STATE MODULATORS SOL IA-2102-B5234630-JD POC POC: Mr. Jim Durham, Contracting Officer, Facsimile (202) 205-5466 The USIA Bureau of Broadcasting, Voice of America (VOA), intends to issue a Basic Ordering Agreement (BOA) for a five year period with Continental Electronics Corporation (CEC), P.O. Box 270879, 4212 S. Buckner Boulevard, Dallas, TX 75227. The purpose of this BOA is to obtain replacement spare parts and components for CEC Solid State Modulators (SSM) being installed at various VOA Radio Relay Stations throughout the world. CEC is the original equipment manufacturer (OEM) of the SSM and as such is the only company qualified to provide the required spare parts and components for its SSM. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy the Agency's requirements. See Numbered Note 22.
