Bello, Contract Specialist, 505-766-3085, ext. 16. The U.S. Fish &
Wildlife Service, Region 2, seeks bids for transplating of 182,527
native tree and shrub seedlings on tracts of the Lower Rio Grande
Valley National Wildlife Refuge located in Hidalgo, Cameron, Willacy,
and Starr Counties, Texas. Transplanting activties will start in
September 1995 and expected to continue on and off as late as February
1997. All equipment, transportation, and housing shall be provided by
the offeror. This project is a small business, labor surplus area
(LSA) set aside. The Standard Industrial Code is 0851, which states
that a small business concern's three-year average annual receipts for
the preceeding three years cannot be over $3.5 million. The LSA
stipulation is that an offeror agrees to perform substantailly in the
LSA when it is consistent with the efficient performance of the
contract and at prices no higher than are obtainable elsewhere. The
offeror agrees to use its best efforts to place subcontracts in the
