The completion and development of field investigations, topographic
surveys, subsurface exploration, detailed construction cost estimates,
design analyses, plans and specifications, and construction services.
The scope of work for the proposed project is as follows: Design
requires the site adaptation of the new Scott AFB dining facility
design to McGuire AFB. The design includes architectural, electrical,
structural, mechanical, civil, landscape architecture, fire protection,
comprehensive interior design, topograhic survey, geotechnical and
subsurface explorations, and asbestos, lead and other hazardous
material abatement. The 20,800 sf one storey facility will consist of
concrete floor slabs, structural steel frame, masonry exterior walls,
and sloped roof system. The facility includes space for dining, food
preparation, dry and refrigerated storage, HVAC system, fire
protection, restrooms and all necessary utility support such as
communications, electrical and plumbing. Project includes landscape
architecture, comprehensive interior design and demolition of an
existing 15,100 sf dining facility. Estimated Construction Cost Range:
$1,000,000 to $5,000,000. Technical capability required but not
limited to: Architectural, Electrical, Mechanical, Fire Protection,
Structural, Civil, Estimating, Landscape Architecture, Comprehensive
Interior Design, Certified Industrial Hygienist, Environmental,
Surveying, Geotechnical and Subsurface Exploration. All disciplines
shall be registered. The fire protection specialist is defined as one
of the following: (i) An engineer having at a minimum a BS degree in
fire protection engineering, plus a minimum two years working
experience in fire protection design; (ii) PE license in fire
protection engineering; (iii) A registered PE and member grade status
in the National Society of Fire Protection Engineers; (iv) An engineer
with a minimum 10 years in fire protection experience with member
grade status in the Society of National Fire Protection Engineers; and
(v) a registered architect with member grade status of Society of Fire
Protection Engineering. Services of the registered architect in
relation to fire protection shall be limited to building compliance and
life safety code compliance analysis. Responding firms should indicate
their ability to produce all required work in digitized drawings on
Autocadd, their capability to access an electronic bulletin board and
Automated Review Management System (ARMS) via modem, and the capability
to work with M-CACES (Corps of Engineers Cost Estimating Software).
Full in- house capacity is preferred. Firms not having full in-house
capacity must demonstrate how they will manage subcontractors by
providing a management plan. All firms must submit in block 10 a
quality control plan detailing how the firm will execute a quality
engineering product within the schedule and budget negotiated. The
prime firm must identify in its submittal the quality and disciplines
of the personnel in the working office and all other offices that
personnel will be utilized from. Special qualifications: The selected
firm must have experience in the design of dining facilities or
restaurants. The firm shall list a food service or kitchen equipment
specialist as part of the design team. A New Jersey registered
environmental/civil engineer maybe required to certify plans and
prepare permits and environmental drawings. Evaluation factors (in
descending order of importance): 1) Professional qualifications
necessary for satisfactory performance of required services; 2)
Specialized experience of the firm in the type of work required; 3)
Capacity of the firm to accomplish the work in the required time,
reflecting qualifications of key personnel; 4) Past performance, if
any, on contracts with government agencies and private industry in
terms of cost control, quality of work, and compliance with performance
schedules; 5) Geographic location and knowledge of the locality of the
project, provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and the size of
the project; 6) The extent of participation of small business, small
disadvantage business, historically black colleges, and universities,
minority institutions is secondary selection criterion and will be used
as a ''tie breaker'', if necessary; and 7) The volume of work
previously awarded to the firm by the Department of Defense, with the
object of effecting an equitable distribution among qualified A/E
firms, including small and small disadvantaged business firms, and
firms that have not had prior Department of Defense contracts. This is
a secondary selection criterion which will be used as ''tie breaker'',
if necessary. Estimated Design Start date: September 1995. Estimated
Design Completion date: March 1996. Small and disadvantaged firms are
encouraged to participate as prime contractors or as members of joint
ventures with other small businesses, and all interested contractors
are reminded that the successful contractor will be expected to place
subcontractors to the maximum practicable extent with small and
disadvantaged firms in accordance with Public Law 905-507. A/E firms
which meet requirments described in this announcement and desiring to
be considered for selection are invited to submit a SF255, A/E and
related services questionnaire for specific projects to US Army Corps
of Engineers, 26 Federal Plaza, NY, NY 10278-0090, ATTN: Ms. Cunningham

Interested A/E firms having the capabilities to perform this work must
submit their SF255 (and a SF254 for the prime and all consultants) to
the above address no later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday, or Federal holiday, the deadline is the close of business of
the next business day. Solicitation packages are not provided for A/E
contracts. This is not a request for proposal. Firms not having a
current SF254 already on the file with this office, and responding to
this announcement, should submit a copy of the SF254 along with the
SF255. Personal visits for the purpose of discussing the project are
discouraged. Firms will indicate on block 10, page 11 of their SF255's
the total number of Department of Defense A/E Awards (basics and
delivery orders) and the total value of those awards within the last 12
months prior to the date of this announcement. Firms that do not comply
with this requirement will be considered non-responsive. Firms should
indicate wheter their firm is listed in the ACASS System in Oregon; if
yes, please indicate your ACASS Number in item 1 of SF255. If not,
