The Naval Surface Warfare Center, Carderock Division, White Oak Site intends to procure technical support services for NAVTACSUPPACT's Tactical Development and Evaluation (TAC D&E) Program and Naval Warfare Publications (NWP). The requirement is for the provision of technical support in the development of tactics and in their subsequent promulgation in the appropriate NWP. This procurement will address TAC D&E projects which include anti-air warfare (AAW), anti-surface ship warfare (ASUW), anti-submarine warfare (ASW), strike warfare, command and control warfare (C2W), amphibious warfare, special warfare, and mine warfare tactics for naval surface and air forces as well as coordination of all battle group assets available for their support. Support will also include the development and revision of NWPs and Allied Publications (APs). Prospective contractors must possess an extensive and in-depth knowledge of naval warfare mission areas, of coordinated battle group operations, of naval combat systems and current tactics, and possess an understanding of the needs and requirements of the audiences of the NWP system with an ability to communicate these requirements in well written and literate text. The total performance period for this requirement is anticipated to be for a five (5) year period. The highest level of security clearance required for the successful offeror's personnel is Top Secret. This procurement is unrestricted. Vendors shall disclose whether the company is a small, small disadvantaged, 8(a), HBCU, or large business in accordance with SIC Code 8711 which establishes the small business size standard as $13.5 Million.
