Detachment Washington, DC intends to purchase a dictation system with
training and installation. The system shall provide the capability for
the transcription to check-in from the transcribe station; to assign
jobs from the station; for the transcriptionist to change masks; to
flag a job for review from the supervisor; automatic recall; 35-40
hours of storage; more than 16 ports; 5 consoles; ability to assign
jobs to the station by station number; user, work, type, record number,
job number department or any thereof; telephone interface; reassign a
job from the station level; eliminate all audio touch-tone feedback
through headset when activating listening, fast forward or rewind or
rewind on the foot pedal; must be interchangeable with dictate
stations; place job in a pending mode. The system must have the
capability to place a job in the pending mode; move to a queued spot
within each document; remote transcription station and have the ability
to provide user number, work type. record, date and time dictated with
length and position. System must provide non-distorted speed control;
summary statistics to the transcriptionist; allow a user to check the
status of any job; clear ID's that are entered in error and change one
if it is mis-entered; volume, tone, speed, and reverse time on the
system; control with foot pedal; ability to signal apriority job from
station level. The system must provide an end of document mark to be
placed from the dictate station as well as for a telephone call-in;
insertion or deletion features; retrieval of unfinished reports; show
status of current job in progress; adjustable speed control and back up
capabilities; show length of document andf job number at station level.
System must provide phone service where physicians can dictate from
home, office or car; capability of notifying supervisor when the system
is nearing capacity; interface with CHCS; training for supervisors;
management console for delegation of work; printed summary of input and
output from work entered in a 24 hour period; message when a system
service has been interrupted; 3 1/2'' floppy disk backup capabilities;
capabilty to save all work after a power outage, the UPS must maintain
the complete operation of the system for minimum of 10 minutes. The
system must be able to operate in temperature ranges from 50 F to 95 F.
The recorder must not exceed 5000 BTU's per hour; must include on-site
diagnostic terminal for service; management console must not be tied
up by service technicians during service calls; must be able to support
remote diagnostics which should monitor both internal and external
conditions; must be IBM compatible PC workstation with a Intel
80486DX/50HZ processor as a minimum requirement. The console must be
able to support keyboard, mouse, or touch screen entry. The system must
provide the capability to search for information based on any of the
following variable; job number; date dictated; dated transcribed; date
completed; name or ID number of originator; input station or channel,
record number; work type; status or report, transcriptionist name or
ID number or any and all of the above; must provide an audit trail list
of all errors from invalid password entry or system problems that can
be pulled for training and servicing and be printed daily. The system
must have the capability for enhanced data control and access and
transcribe station must provide automatic recall. The contractor shall
deliver and install to the Patient Administration Department of Naval
Hospital, Yokosuka, Japan within 30 days of award. The contractor must
provide on-site training to all operators. The contractor must provide
service engineer training to one person designated by the Naval
Hospital to consist of training at the contractor's site. Training
shall consist of same level provided contractor's service engineers.
The warranty will be for a 90 day period beginning after the completion
of installation and training and training of the Naval Hospital's
srvice engineer. Technical support via telephone will be provided by
the contractor during local Japan time (0800-1600) at no additional
