(601) 631-5350. The Vicksburg District proposes to procure by two-step
sealed bidding the furnishing of all plant, labor, materials and
equipment for the rehabilitation of existing corrugated metal culverts.
Firms submitting acceptable technical proposals are being requested, in
writing, to submit sealed priced bids in step two of this procurement.
For the purposes of this procurement, the specific project to be bid
in step two consists of the rehabilitation of a 60-inch corrugated
metal culvert located at North Bank Arkansas River Levee, Station
993+90, in Jefferson County, Arkansas. Technical Proposal Requirements:
The proposal shall include the following requirements: Detailed
description of the method or process of rehabilitation; limitations or
restrictions including culvert size, type, length, strength, internal
and external loadings and installation; design data; catalog
literature, detailed technical specifications describing the materials
and installation; and demonstrated compliance with local, state, and
Federal environmental laws. In addition, the technical proposal shall
comply with the following specifications: (1) Replacement of the
existing culvert with a new culvert will not be permitted; (2) No
reduction in flow capacity; (3) Materials shall be chemically inert
which will not be affected by the flow of water therein, nor will react
with iron algae in the water in a negative manner; (4) Product shall be
able to be installed to accommodate bends or angles; (5) Finished
product must be flush with the outside face of the concrete structures;
(6) No annular space will be permitted between the existing culvert and
the method of rehabilitation; (7) Joints if any will be water tight;
(8) Minimum design life of 50 years, and provide sufficient data for
verification; and (9) Process must have structural capability to
support various loads due to hydrostatic and earth overburden pressures
neglecting any support from the existing culvert. Sufficient data shall
be submitted to be able to evaluate the proposal based on the following
criteria which are of equal importance: (1) Minimal disruption of levee
traffic; (2) Ability to minimize negative environmental impact; (3)
Ability to minimize shrinkage; (4) Ability to minimize the affects due
to the exposure to sunlight; (5) Ability to deliver product in a
timely manner; (6) Past performance references; and (7) Installation
process. This is not a request for a technical proposal. Firms desiring
