action was originally publicized under Section J (Maintenance, Repair,
and Rebuilding of Equipment) of the CBD dated 9 Mar 95; however,
Section D (Automatic Data Processing and Telecommunication Services) is
the appropriate section for the Software Applications and Technical
Suppport (SATS) requirement. This synopsis modification also includes
a telephone number allowing bulletin board access for updates on this
requirement as well as various other changes. A description of the SATS
requirement follows: This is a sources sought synopsis to identify
potential sources with the capability to provide software engineering,
software development, software maintenance and modification, code
translation, site surveys, modeling and simulation support, help desk
support, and application software implementation including training of
site operations and user personnel. The Air Force is investigating the
feasibility of selecting through full and open competition, a
contractor with a repeatable and defined software process in accordance
with the Department of Defense Software Engineering Institute
Capability Maturity Model. The contract will support approved work
loads of SSG and other Air Force sites. All current functional areas of
SSG will be supported by this contract. In addition, requirements of
functional areas to be transferred to SSG have been included. Support
will also be provided for those systems designated as DoD migration or
legacy systems. The support of those systems includes systems
integration, interface support, and system modifications. Specific
requirements have been identified to support the Combat Ammunition
System, Base Level Systems Modernization, as well as smaller software
support efforts at SSG. The contract will contain contract line items
with firm fixed price, labor hour and cost reimbursement pricing. The
contract will be for a period of one base year with four one year
options. This survey is NOT in support of an existing solicitation.

telefax (334) 416-3434. The ESC Ombudsman is Col Thomas J. Mackey
(ESC/IG) at (617) 377-5106. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate offeror concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
parties are invited to call Colonel Thomas J. Mackey at (617)
377-5106. The Ombudsman should only be contacted with issues or
problems that have previously been brought to the attention of the
program manager and/or the contracting officer and could not be
satisfactorily resolved at that level. Written responses should include
company name, address, point of contact, large or small, or small
disadvantage or woman-owned business status and a one to four page
summary of capabilities and experience with regard to this matter.
Respondents should also state whether they are primarily interested as
a prime or a subcontractor. As a result of analyzing responses to this
synopsis of intent, the government may determine that a solicitation
will be issued. No solicitation document exists. Provide written
responses within 15 calendar days of publication of this notice unless
previously submitted responses already satisfy these requirements. The
government will not reimburse offerors for any costs associated with
responding to this notice. The HQ SSG Acquisition Bulletin Board System
will be updated periodically with the current status of the
acquisition. The bulletin board can be accessed at 334-416-5653. If
