D -- OPERATION AND MANAGEMENT OF THE TRAINING SUPPORT CENTER FOR FORT HOOD AND III CORPS. SOL DAKF48-95-R-0028 DUE 091595 POC Contract Specialist Sheryl Calderon (817) 287-6136 (Site Code DAKF48) This solicitation is for the Management and Operation of the Training Support Center (TSC) for Fort Hood and III Corps, primarily located at Fort Hood, Texas. This work shall include, but not be limited to, providing personnel, management, and any other items and services not furnished by the Government, to Operate the Electronic Multimedia Imagery Center (EMIC), and other products, records, data, information, and services. The contract shall require the contractor to provide technical advice and assistance on current Visual Information (VI) materials, training devices, methods, equipment, and facilities to all authorized users. The Contractor shall use the Government furnished automation system known as the Training Support Automated Management System (TSAMS) in support of this contract. In addition to performing various administrative functions, the Contractor will be required to provide periodic news bulletins, catalogs, perform orientations, maintain lending property, and provide direct support level maintenance on all TSC using property not covered under warranty. The contractor shall maintain property accountability of all TSC and VI materials, products, equipment and devices (CTA and TDA) that are received, procured, produced, loaned, and issued by Fort Hood and III Corps under this contract. The Contractor shall perform photography which meets the qualifications and standards of Quality Assurance under the Professional Photographers Association (PPA) and Society of Photograph Services Engineers (SPSE), as well as applicable federal and DOD standards. This shall include Studio Photography and Location Photography, as indicated in the specific tasks of the solicitation. The contractor shall provide Graphic Art, Videography/ Television, Audio and Sound Support, and Fabrication of Training Aids and Devices, and provide Visual Information and Training Material Library Services. The contractor shall maintain a loan/issue/turn-in warehouse for Multiple Integrated Laser Engagement System (MILES) equipment. The Contractor shall provide Presentation Support for indoor and outdoor functions in support of III Corps and Fort Hood, shall provide Video Teleconference Operations, and Visual Information (VI) and Training Support Instructions, Design Services, and shall provide maintenance and operator control of the Man Portable Air Defense System (MANPADS) Moving Target Simulator (MTS). The Contractor shall furnish a certified/qualified person to operate, service, repair, and maintain the Observed Fire Trainer (OFT) system. Any contract awarded as a result of this solicitation is anticipated to be a Cost Plus Award Fee contract, and it is anticipated that the contract will include a Base Period with three (3) option years.
