C -- HVAC STUDY SOL RFP 529-17-95 DUE 080795 POC Contracting Officer, Sharon Leszczynski, (412)477-5052 Architect-Engineer or Mechanical Engineer professional services to perform a study of the existing HVAC System and provide recommendations for a workable and cost effective program to update the entire HVAC system at this medical center. The study to include extensive site investigation and analysis for recommendations to update HVAC equipment consisting of, but not limited to, air handling units to meet the latest VA HVAC criteria; consideration of new air-cooled water chillers with emergency back-up according to VA Construction Standard 800-3; the feasibility of a new Direct Digital Control central system to monitor and operate controls for all HVAC equipment; and an investigation of the existing two-pipe system, fan coil units, and the air distribution ducts for the possibility of a new four-pipe and Variable Air Volume system with variable frequency drive based on a life cycle cost and energy analysis. The complete study will include a detailed cost estimate consisting of separate catagories for material, equipment and labor for all recommended work. All recommended construction shall be phased to comply with VA's NRM Program. Services may require use of a certified Industrial Hygienist to determine asbestos contamination, if any. Estimate completion time for study is 90 calendar days. The contract will include a Government option to negotiate construction design services, solicitation document preparation and construction period services. The selected firm for the HVAC study may or may not be selected for design of the construction project(s), if required. Only firms with in-house mechanical engineering services and experience in the study and design of similar type projects will be considered. Emphasis will be placed on the estimating capabilities of the applicants. Firms must be located within a hundred (100) mile radius of this medical center. Award of contract and construction design contracts are dependent upon the availability of appropriated funds. Firms which meet these requirements are invited to submit completed Standard Forms (SF 254 and 255) to the Contracting Officer within 30 calendar days of publication of this notice. See Note 24.
