Officer, Michael D. Lundberg, 512-776-4295. Architect-Engineering
services necessary for the preparation of plans, specifications and
construction cost estimates for repairs, alterations and new
construction associated with architectural, civil, structural,
mechanical, and electrical engineering projects. The services may also
include: (1) Preparation of technical reports (2) Conducting
engineering investigations (3) Project programming (4) Construction
inspction and other Title II services, (5) As-Built drawing
preparation. No initial project has been identified for this contract,
but the work will be as indicated herein. Projects may be added by
delivery orders and may include, but not limited to all or part of the
following: (1) Grading, drainage and paving project (ie roads, parking
lots, staging areas); (2) Potable and non-potable water distribution
system (ie 6 inch to 24 inch diameter underground, aboveground, pier
piping systems, water tanks, and pump stations); (3) Sanitary and storm
swers (ie 6 inch to 24 inch diameter pipe, lift stations, oil/water
separators, manholes, pump stations, storm drain fallout, and catch
basing); (4) Security and non-security fencing; (5) Land surveys; (6)
Soil testing (ie boring, sampling, testing, and evaluation); (7) HVAC
systems; (8) Electrical projects (ie medium and low voltage distributin
system, medium and low voltage trnsformer, emergency generator
switchboard and switchgear design, roadway and security lighting,
building power, security and fire alarm); (9) Associated miscellaneous
projects. The emphasis during this contract period will be on long
range planning for roofing system maintenance, electrical load studies
and replacement of A/C systems to comply with the 1999 deadlines for
ozone depletion reduction. In addition, traffic studies and street
maintenance studies may be required. The contract is for a one year
period with an option to extend the contract for one additional year,
not to exceed a total of two years. Work to be subject to satisfactory
negotiation of individual delivery orders, with a total not to exceed
$100,000 for each 12 month period. The option year is limited to the
same cost and time restriction as the first year. Minimum fee of $5,000
is guaranteed for the life of the contract. The following criteria
(listed in descending order of importance) will be used for selection:
1. QUALIFICATION: Professional qualification necesary for satisfactory
performance of the required engineer services. Professional
registration in each disciplines (including subcontractors and
consultants). Proposed design team time-in-service working in their
respective disciplines with present and other firms. 2. EXPERIENCE:
Specialized experience and technical competence of the firm and the
proposed design team (including subcontractors and consultants) in
providing complete design and engineering services for the contract
requirements as described herein of the type of work required. 3.
CAPACITY: Capacity of the firm to accomplish the work in the required
time considering the firm's and the proposed design team's (including
subcontractors and consultants present work load. The depth of
corporate resources that are available to compensate for the loss of
key personnel. 4. PAST PERFORMANCE: Past performance of Government
agencies and private industry contracts in terms of cost control, work
quality, performance schedule compliance and comparison of cost
estimates developed to awarded price. Design and performance awards
will be considered as well as performance appraisals for the last three
projects. 5. QUALITY CONTROL PROGRAM: Firm will be evaluated on
acceptability of their internal quality program to ensure technical
accuracy and discipline coordination. 6. LOCATION: Geographic location
of firm to insure timely response to unanticipated requests for
on-site support, knowledge of probable site conditions and regulatory
requirements. 7. VOLUME OF DEPARTMENT OF DEFENSE (DOD) AWARDS: Volume
of work awarded to the firm by DOD in the past three years. The purpose
is to effect an equitable distribution of Department of Defense
Architect-Engineer contracts among qualified Architect-Engineer firms
including small disadvantaged business firms that have not done
business with the Department of Defense. All drawings shall be
submitted in an AutoCad (Version 10 or higher) compatible format DWG on
MS-DOS high density disk. This procurement is 100% Small Business Set
