The Research and Analysis Division of the Defense Language Institute Foreign Language Center is seeking a contractor or contractors capable of conducting a variety of types of research (e.g. survey, program evaluation, action research, and empirical research) and related development activities in the area of the acquisition and maintenance of foreign language skills. It is anticipated that an Indefinite Quantity Contract will be awarded for a base year plus four option years. Currently envisioned base year projects include (1) studying and evaluating government-sponsored language immersion training, (2) studying and evaluating methods of optimizing foreign language training for individuals with prior knowledge of other foreign languages, and (3) designing, building, and studying the effects of a modular multimedia pre-training language-awareness and study-skills course on academic attrition and the acquisition of foreign language skills by US government personnel. Continuation year projects may address any aspect of government-provided foreign language training and education, including initial acquisition training, maintenance and enhancement of foreign language proficiency, and foreign language-related testing issues. Contractor performance may include, but is not limited to, developing conceptual models of the variables involved in such training contexts, gathering and analyzing relevant existing data across agencies, developing data collection plans and instruments for studying ongoing and future iterations of such training, developing and implementing multimedia instructional designs to support such training, performing both qualitative and quantitative assessments of the efficacy of such training, and making recommendations for improvements in training. Contractor must have a thorough understanding of the nature and context of government-provided foreign language education and training, especially the Defense Foreign Language Program, as well as a thorough understanding of the principles and practices of empirical educational research and of interactive multimedia courseware development. Evaluation factors include the scope, focus, and quality of contractor's past performance in these areas; qualifications and experience of personnel; technical approach of the proposal; and cost. These factors are listed in descending order of importance. Proposals shall provide adequate documentation on each factor, including personnel resumes and detailed information about corporate past performance in relevant areas. The base year minimum quantity is $300,000. Any subsequent delivery orders, whether in base year or in option years, may vary in amount in accordance with requirements and availability of funds.
