solicitation is limited to Small Businesses. The Naval Undersea Warfare
Center Division, Newport (NAVUNSEAWARCENDIVNEWPORT) Battery Development
Program (BDP) is soliciting proposals from industry for fabrication,
lot acceptance testing (LAT), cycle-to-failure (CTF) testing and
delivery of prototype, medium rate, 200 amp-hour Zinc-Silver Oxide
(Zn-AgO) secondary cells. The goal of the BDP is to provide a 50% life
cycle cost reduction of the Zn-AgO batteries for the Mk 30 Mod 2
Target. Details on the performance requirements are provided in the
Prototype Cell Performance Specification. The Government intends to
award up to two (2) contracts, with each contract consisting of a basic
lot of cells for delivery, as well as five option lots. The lot sizes
for both the basic contracts and also for the options are lots of 220
cells, 420 cells, 620 cells, 820 cells, 1020 cells, or 1220 cells; each
lot also includes maintenance and fill kits (one each per 200 battery
cells) and associated documentation. The size of the specific lot for
each basic contract will be determined during the source selection
process using a best value criteria of Technical Capability (Technical
Approach, Management Approach and Corporate Experience) (subfactors
(a) and (b) are relatively equal and slightly higher than (c)) versus
quoted unit price per cell. If any option lots are exercised, their
size will be determined based on a best cost per cycle criteria, which
will be a function of the contractor's quoted price for the option lot
concerned, versus the results of the CTF testing that is conducted on
the cells fabricated for the lot awarded under the basic contract. All
lots, whether basic contract or options, must satisfy the LAT
requirements prior to acceptance by the Government. Cells must be of
the dry charged type. The Government requires unlimited data rights
with regard to the procurement(s) with the possible exception of a
negotiated position for data rights to existing concepts which may be
further developed under the procurement(s). Based on funds available
and evaluation of the proposed efforts, NAVUNSEAWARCENDIV Newport may
select for award any, all, part or none of the responses received. The
Government reserves the right to employ the services of Mr. James
Moden (Vitro) and/or Mr. Albert Himy (Westinghouse MTD) as consultants
in the proposal review process. The Government expects to award Firm
Fixed Price contracts under this announcement during the first quarter
