Health Resources and Services Administration is solicitating offerors
to provide all necessary personnel, management, and supervision to
support the Division of Federal Occupational Health Employee Assistance
Program for federal employees located in the Eastern United States.
Geographically this will include the following states: American Samoa,
Connecticut, Delaware, District of Columbia, Guam, Maine, Maryland,
Massachusetts, Mariana Islands, New Hampshire, New Jersey, New York,
Pennsylvania, Puerto Rico, Rhode Island, Vermont, Virgin Islands,
Virginia, and West Virginia. The Contractor shall provide full-service
assessment, short-term counseling/problem solving, and/or referral for
longer-term counseling and follow-up; supervisor training and
consultation; employee orientation; union officials briefing; Health
and Wellness seminars; critical incident stress debriefings;
organizational development input in response to organizational changes
and needs; and development of marketing/informational materials. The
Contractor will be required to staff a toll-free number twenty-four
hours a day, seven days a week, 365 days a year. The federal employee
population will total approximately 74,000-131,515 for year one with
anticipated growth annually. In addition, the Contractor will be
responsible for the recruitment and retention of qualified counselors
and Affiliate counselors at a ratio of one full-time counselor for
every 3,500 federal employees, supervision and management of the
services being provided, training, and maintaining continuous quality
improvement. A pre-proposal conference will be held in the Washington,
D.C. metropolitian area after release of this solicitation. All
necessary details concerning the pre-proposal conference will be
supplied in the solicitation which will be released on or about August
1, 1995. It is anticipated that a five year (one base year plus four
option years) cost-plus-award-fee type contract will be awarded. All
responsible sources capable of providing the above services are invited
