the Air Traffic Control Center communications system. This is the
second transmission of this notice to CBD. Transmitted previously 20
Jun 95. The switch shall provide integrated communications capabilities
to the Air Traffic Control (ATC),
Command/Control/Communication/Computers/ Intelligence/Integration,
(C4I2) (and its subset, C3), Training Range Control, and Command and
Operation Centers users. The switch shall be compatible with FAA
communications systems, and interface with all FAA Digital Signal Level
Zero 64KB/S, (DSO) voice/data, digital/analog circuit interfaces. The
switch shall be interoperable and compatible with all DoD
communications systems and interfaces. The WSMR ATC communications
system will initially employ a stand alone digital switch with 76
Digital Signal Level Zero 64KB/S, (DSO's) voice/data channels
consisting of 40 Radiophones, 20 Landlines, 16 Intercom, Upgradable to
480 ports and seventeen operator positions. The switch shall have a
capacity of 76 digital cross connects, voice/data channels, with a
capacity to upgrade to 480 ports with multiple voice/data
digital/analog interfaces based on a Microprocessor-controlled
interface integrated on a time division multiplexed bus network. The
switch shall combine modular hardware and modular software
configurations items (CIs) to form an integrated communications system.
The switch shall utilize distributed processing architecture, with
digital cross connects, utilizing groom and file DSO's within T-1's, on
a totally non-blocking architecture offering unlimited simultaneous
conferencing. The switch shall be capable of being configured to meet
a variety of different operating requirements for integrating large and
small systems, including providing any combination of tactile, touch
screen, or desk-top operator control panels; plug-in interface modules
for direct connection to any standard radio link and communications
network; and redundant modules for increased reliability of critical
lines or functions. The switch shall have the upgrade capability to
integrate various COMSEC interface encryption modules for red/black
secure operations. Trunking system management will be accomplished
through the utilization of a Systems Interface Management System (SIMS)
integrated into the switch system Local Area Network (LAN), an
interactive terminal consisting of a state of the art (486 or better)
IBM compatible personal computer terminal. The WSMR trunking system
will also comply with the National Telecommunications and Information
Administration (NTIA) requirement that it be 100% capable of trunking
with other Federal trunking systems in the area of WSMR. All
