Center (NFC) currently has several applications written in Oracle Forms
version 2.3 on the IBM mainframe and version 3.0 on the Pyramid
computer and intends to upgrade these to the latest release of Oracle
Forms version 4.5 known as Developer/2000. USDA, NFC also has Oracle
CASE on the Pyramid computer and intends to upgrade to the latest
version known as Designer/2000. These products are fully integrated
with each other. The Government intends to solicit and negotiate under
the authority of FAR 6.302 the following software and its support
packages from Oracle Complex Systems Corp, Herndon, VA. The software
must be capable of: automated upgrade from Oracle Forms 3.0, full
bi-directional integration of CASE and development tools, Graphical
User Interface (GUI) development support on Microsoft windows,
portability without modification to character mode on Pyramid, motif on
RS-6000 and Microsoft windows on PCs, integrated reporting tools,
integrated OL/SQL Debugger, reusable PL/SQL procedures that can be
stored in the database for execution on the server and/or stored in the
applications for execution on the client with drag and drop
distribution, role-based security at the application and database
levels, royalty free runtime distribution, and programming language
extension support for Cobol and C in both Forms and Reports. Interested
persons may identify their interest and capability to respond to the
requirement. This notice of intent is not a request for competitive
proposals. However, all response received within fifteen calendar days
after date of this publication of this synopsis will be reviewed by
the Government. All responsible sources may submit a response. A
determination by the Government not to open the requirement to
competition as a result of a notice of intent will normally be
considered solely for the purpose of determining whether to conduct a
