Environmental Protection Agency Pollution Prevention Research Branch of
the Risk Reduction Engineering Laboratory is charged with providing
support for research, development and demonstration of promising
pollution prevention techniques and technologies. The purpose of this
procurement is to provide technical support for the Agency's pollution
prevention research program, including support to any USEPA office
engaged in pollution prevention work, and to other Federal agencies and
industry in cooperative research. The support to be provided will fall
under five separate program areas: (1) Scientific and Engineering
Research to develop the scientific base for evaluating pollution
prevention options and for facilitating the development of pollution
prevention technologies; (2) Operating Systems Evaluation to provide
information to identify credible and efficient technologies for system
upgrades; (3) Technology Development support to creating cleaner
products and innovative processing technologies; (4) Technology
Demonstations to facilitate the adoption of environmentally preferable
products and processes; (5) Technical support to the pollution
prevention research development and demonstration mission of the
Agency. In accordance with FAR 6.1 the procurement will be processed
under full and open competition procedures. The proposed contract
anticipates a cost plus fixed fee (CPFF), level of effort (LOE) term
type contract with a base period of 12 months and four 12-month option
periods. The base level of effort will be approximately 30,000 hours
with a quantity option of 15,000. Option I will contain the same hours
as the base. Options II, III and IV are for approximately 26,000 hours
with a quantity option of 13,000 hours. All responsible sources may
submit a proposal which will be evaluated and considered by the EPA in
accordance with the technical evaluation criteria specified in the
