Office r, 301/402-4509. Under the authority of 41 U.S.C. 253 (c) (1),
FAR 6.302-1, The National Cancer Institute (NCI) intents to negotiate
with Finnigan Corp., 355 River Oaks Parkway, San Jose, CA 95134 for a
LCQ Benchtop MSn System Mass Spectrometer. The system shall consist of
a quadruple ion trap mass spectrometer capable of detecting ions in
the range of 20 amu to 2000 amu. The mass spectrometer will be
interfaced with a variable flow (1ul - 2000ul per minute) atmospheric
pressure ionization (API) source to allow for the ionization of
mixtures via a variable flow HPLC device. The mass spectrometer shall
be of a bench-top design and dimension of 23'' x 30'' x 30'' because of
limited laboratory floor space. The system must include a proven API
source with an ESI probe that has fully automated tuning and
optimization (no manual adjustments required), sample disolvation by a
heated metal capillary for efficient ion transfer, snap-in
capillary/skimmer design for easy maintenance, automated source gas
shut off for unattended operation, and liquid sheath flow for 100%
aqueous mobile phases. The option for atmospheric pressure chemical
ionization (APCI) shall be available as well as an HPCE interface. The
mass spectrometer mass analyzer shall be based on a quadruple ion trap
design, and shall have an internally regulated helium flow design for
stable operation. Ions shall be introduced into the mass analyzer by
dual octapole ion optics for efficient operation. The mass spectrometer
shall utilize full scan operation, selected ion monitoring (SIM)
operation, full scan MS/MS, selected reaction monitoring (SRM) with
MSn, and a narrow range high resolution mode to allow for resolved
isotopic envelopes of multiply-charged ions of up to four charges and
automatically determine the correct molecular weight. This notice of
intent is not a request for competitive proposals, however, if an
interested party believes they can meet the above specifications, they
may submit a statement of capabilities. Information furnished shall
include enough material, in sufficient detail to perform a proper
evaluation of their ability to perform. Closing date is 45 days after
