4) firms that can assign to the construction site a full-time chief
engineer or engineering supervisor who meets the following criteria: a)
is qualified as a certified first-class building supervisor or
architect; B) has, since 1990, had experience with a project as
described in item (3) above; and C) in the case of engineering
supervisor, is qualified to supervise designated construction work; 5)
firms not currently suspended From designation by the Official in
