comprised of firms that meet the following criteria: 1) firms that do
not fall under articles 70 and 71 of the cabinet order concerning
budget, auditing, and Accounting; 2) firms that score at least 1,500
points in civil engineering work in a formula calculated from bidding
company's objective criteria at the time of application for
qualification; 3) firms that have -- since 1990, as the main contractor
-- actually constructed pillar-type underground continuous Walls in a
project for watertight Walls or earth- retaining Walls using the
on-site mixing method. Note: only construction projects in which
bidders have had a 20 percenter or greater share of involvement are
eligible for consideration; 4) firms not currently suspended from
designation for the Regional Agricultural Administration Office; 5)
firms not undergoing bankruptcy procedures; 6) firms not related by
capital or personnel to the contractors involved in this project; and
7) consortia that can assign to the construction site a full-time chief
engineer or engineering supervisor who meets the following criteria: a)
is qualified as a certified first-class construction supervisor under
the construction Business law, or is qualified in the area of building,
Agricultural civil engineering, or Forestry civil engineering under the
engineers law; B) has, since 1990, had experience with a project as
described in item (3) above; and C) in the case of engineering
supervisor, is qualified to supervise designated construction work.
