goods or services by Competitive Negotiation: Architectural/Engineering
(A/E) Services are required for design of the II (2) phase Facility
Development at Browns Ferry Nuclear Plant, Athens, Alabama. A/E scope
of services for Phase I services include conceptual design for both
development Phases I and II. Phase I services include final design and
construction services for the new Main Plant Entry Road, Parking lots
and new Administration Building. Phase II services will consist of
final design and construction services required for Phase II
development including site adaptation of the existing Security Portal
design, a new Plant Office building, Modifications and Maintenance
Shop, Elevated Pedway, Landscaping and laydown Yards. All design will
be in hard metric (SI) and completed in ''Auto cad'' or translated to
''Auto cad.'' The Estimated Construction Budget for both phases of the
project is $30 - $45 million. The objective of this selection process
is to establish sources for design excellence at the initial level of
selection, and use of a design and project team qualification as the
criteria for final selection. The objective of the selection process is
to select an excellent Lead designer/design studio and a Lead firm
capable of both design and service excellence. This will be a two stage
selection process that will establish design excellence at the initial
stage of selection focusing on the Lead designer/design studio.
Project team qualifications combined with a design competition will be
the basis of selection in the final stage. The initial level of
selection (Stage I) will result in the prequalification of a minimum of
the three (3) designers/design studios for the Stage II competition for
final selection. The geographical limitations for the procurement is
the seven state service area of the Tennessee Valley Authority which
includes Tennessee and portions of Alabama, Kentucky, Mississippi,
Virginia, North Carolina and Georgia. The designer/design studio, and
Lead firm, and the entire project team must have a principal office(s)
within this area. The architect(s)/designer(s) will, as a minimum,
develop the design philosophy, and conceptual design for this two phase
development. Joint ventures with firms outside geographic area are
permissible. STAGE I Selection (initial): Offerors/designers will be
selected on the basis of design excellence evaluation by the following
criteria, listed in order of importance: (1) Past Performance on
Design: Submit the following for no more than three (3) projects
completed in the past ten (10) years in which you were the Lead
designer/design studio. (A) maximum of three (3) 8''x10'' photographs
per project (B) one typewritten page with a description for each
project (C) awards, publications, notices, peer recognition or any
documentation exemplifying design excellence for the projects
submitted. (2) Philosophy and Design Intent: In the Lead designer's
words, using a maximum of one (1) typewritten page, state your (A)
overall design philosophy (B) approach to the challenge of resolving
design issues (C) professional responsibility as the Lead designer (D)
philosophy on determining the design parameters. (3) Lead Designer
Profile: Submit a biographical sketch including education, professional
experience, recognition for design efforts including examples and
descriptions of areas of responsibility, and commitment to the project.
STAGE II Final Selection: Following the evaluation of Stage I, the
successful offerors/designers will be notified. An anonymous design
competition, judged by a panel of design professionals, will be
conducted to further evaluate the merits of each designer for this
specific project. Offerors for Stage II will be invited to attend a
pre-submittal conference to discuss the selection process and project
requirements at Browns Ferry Nuclear Plant, Athens, Alabama, at 10:00
on November 1, 1995. Minutes of this meeting will be provided to Stage
II offerors. A package of information including programming, site
information, project goals, and competition requirements will be
distributed by TVA to the Stage II participants prior to the meeting.
A fixed for Stage II stipend will be provided to the offerors to
off-set the cost of the competition. The Lead designer/design studio
will also identify an assembled production worthy Project Team that
meets the project goals. Project Teams will each give a presentation
showing their capacity to deliver an excellent finished design. The
evaluation criteria for the Project Team presentation in order of
importance are: (1) professional qualifications of team members; (2)
past performance; (3) team organization and management; (4) Production
qualifications submitted on forms 254 and 255 and (5) a subcontracting
plan. In assembling the project team, offerors are encouraged to
provide the maximum practical opportunities to Small Business Concerns
owned and controlled by socially and economically disadvantaged
individuals to participate as subcontractors/consultants in the Valley
Region are preferred when possible. The above criteria are sub-factors
used in reviewing criteria (4) above. The services that may be
requested as a minimum will include the preparation of contract
documents, cost estimating, interior design, acoustics, vertical
transportation consultant(s), telecommunications, special studies,
reports, site surveys, space planning, programming, planning, landscape
design, construction bid review, contractor submittals review,
construction administration, and any other services that are common to
the construction industry. Where offerors propose the use of in-house
staff to provide special services, offers shall demonstrate equivalent
qualifications to that of a consultant. The results of the project team
interviews, and the results of the competition will be combined by TVA
to select the A/E team for this commission. To be considered
candidates must deliver Design Portfolios as defined in Stage I,
accompanied with a letter of intent by 4:00 local time, August 10,
