(ARCS I) requires qualified sources to participate in an on-site
pilot-scale test program to evaluate the efficacy of treatment
technologies on the contaminated sediments from the Hot Spot area of
the New Bedford Harbor superfund site, located in New Bedford, MA and
listed on EPA's National Priorities List. The Hot Spot sediments are
primarily contaminated with PCBs, but also contain elevated levels of
several heavy metals and PAH compounds. The pilot scale test program
will be explicitly limited to contaminant destruction and/or separation
and destruction processes. The processes must also be non-incineration
technologies. Firms approaching treatment through separation and
destruction processes must provide both components. The work will
include initial project planning documentation; mobilization of a pilot
scale treatment unit and associated operating personnel to the New
Bedford Harbor site; treating the contaminated sediments;
decontaminating and demobilizing the equipment and personnel from the
site; and report preparation. To be considered for this work firms must
be able to demonstrate successful recent completion (last three years)
of similar projects. Anticipated duration of the work is one month in
