(301)286-0792. This is a notice of intent to issue a Request for
Proposal (RFP)5-14345/233 on a sole source basis for a
cost-plus-fixed-fee contract with Research Triangle Institute (RTI), to
upgrade the Tech TracS database developed by RTI, provide
maintenance/software support and training for Tech TracS, and do
feasibility studies for developing virtual reality CD-ROM based
applications and identifying Tech TracS capabilities for electronic
commerce, all in support of the NASA, Goddard Space Flight Center,
Office of Commerical Programs. A 1-year base contract and two 1-year
option periods are contemplated for a total period of performance from
September 1995 through September 1998. RTI is unique for this
requirement since the software currently used by the NASA/GSFC, Office
of Commerical Programs, and other NASA centers has been developed by
and is proprietary to RTI. No other firm has developed a compatible
database management software program or has access to the source code
necessary for the maintenance, enhancement, training or feasibility
study requirements. RTI is uniquely qualified under the statutory
authority of 10 U.S.C.2304(c)(1), as Only One Responsible Source. Any
other firms desiring consideration are requested to fully identify
their abilities in writing within fifteen (15) days of the publication
of this synopsis to the GSFC Contracting Officer listed above. See
