The Health Care Finance Administration's Office of Acquisition and Grants intends to negotiate with the National Committee for Quality Assurance (NCQA) for development of Medicare Hedis, a new addition to the Health Plan Employer Data and Information Set (HEDIS), focusing on the Medicare managed care population receiving their health care in Medicare contracting health maintenance organizations. HCFA is seeking to contract with an organization which has a well-established structure for routinely revising HEDIS. This structure includes a Performance Assessment Committee which is the primary decision making body used to update the HEDIS document. In preparation for undertaking the Medicare HEDIS Project, HCFA conducted an extensive review of literature on quality assessment and performance standards to look for informationon experts in this field. Additionally conversations with national organizations concerned with either quality assurance or Medicare/Medicaid managed care as well as with quality assurance staff have failed to uncover other organizations with requisite knowledge and experience. The publication cited above, produced by the prospective contractor is the only known which links health plan performance and quality measurement to actual bench marking for improvement. Since HCFA's intent is to integrate Medicare performance measures into this particular document, NCQA is the only source for this work.
