Henry R. Hansen. Cottonwood Corner Monumentation, RFP R5-17-95-31. The
project consists of corners and line tree verification. Corner
monumentation with accessories at all verified corners and line trees.
Replacement of accessories at all monumented corners. 1927 California
Zone 2, Coordinate position on all monumented corners with a resource
grace GPS unit. Each monumented and mainained corner shall have a
Corner Record Card filed in Sierra County. The proect area is within
the Cottonwood fire. The fire was very hot and killed most of the trees
and destroying most of the original evidence. The corners accepted
below were found and accepted by the Forest Service after the fire,
these corners may be questioned by the contractor. The Forest Service
will be searching for additional corners throughout the summer. Corners
found and accepted by the Forest Service will be added to this
contract. The project area is divided into four areas, 1 through 4.
When the contract is awarded the areas will be prioritized based on the
salvage program priorities. The following is required in each area.
Area #1, Corner Evaluation 25 each, Control Points 34 each, Corner
Monumentation 25 each, Corner Maintenance 9 each, corner cards 34 each.
Additional search may include the following work to be added to this
area. Corner Evaluation 15 each, Control Points 15 each, Corner
Monumentation 15 each, corner cards 15 each. Area #2, Corner Evaluation
14 each, Control Points 31 each, Corner Monumentation 14 each, Corner
Maintenance 17 each, Corner Cards 31 each. Additional search may
include the following work to be added to this area. Corner Evaluation
13 each, Control Points 13 each, Corner Monumentation 13 each, Corner
Cards 13 each. Area #3 Corner Evaluation 11 each, Control Points 31
each, Corner Monumentation 11 each, Corner Maintenance 20 each, Corner
Cards 31 each. Additional search may include the following work to be
added to this area. Corner Evaluation 17 each, Control Points 17 each,
Corner Monumentation 17 each, Corner Cards 17 each. Area #4, Control
Points 15 each, Corner Maintenance 15 each, Corner Cards 15 each. The
total project excluding the additional searching is Corner Evaluation
50 each, Control Points 111 each, Corner Monumentation 50 each, Corner
Maintenance 61 each, Corner Cards 111 each. The total additional work
may add the following work. Control Points 45 each, Corner
Monumentation 45 each, Corner Cards 45 each. The additional work is a
rough estimate and is the maximum amount of additional work to be
expected. The project is located South and East of Layalton California,
in T.21 N., R.15 E., T.21 N., R.16.E., T.20 N., R.15 E., T.20 N.. R.16
E., T.19 N., R.16 E., MDM. The project evaluation varies from 5,000
ft. to 8,000 ft. above sea level. The remonumentation of the Cottonwood
Fire has been divided into 4 areas as listed above. In order to
complete the project this summer season and stay ahead of the salvage
sales, the successful firm will be required to have a minimum of three
field crews. It has been estimated that one field crew can complete
the work within the following number of days (not including preparing
and filing Corner Record Cards). Area #1, Required work, 41 days;
additional potential Work 12 days. Area #2, Required work 20 days,
additional potential Work 11 days. Area #3, Required work, 16 days;
additional potential Work 9 days. Area #4, Required work 13 days. Total
90 days with an additional potential of 32 days. A total of 30
additional days has been estimated for preparing and filing Corner
Record Cards with Sierra County. This may be accomplished after the
field work is completed. All field work must be completed within 40
calendar days after effective date of Notice to Proceed with an
expected starting date of August 14, 1995. The Corner Record Cards
shall be filed with Sierra County within 70 calendar days after
effective date of Notice to Proceed. Firms having a current (Submitted
after Jan. 1, 1995) SF-254 on file with the Tahoe National Forest need
not file again, but must submit a completed SF-255 for this project by
August 3, 1995, C.O.B., to the Tahoe National Forest, P.O. Box 6003,
Nevada City, CA. 95959-6003 Attn: Contracting. All other firms must
submit both a completed SF-254 and SF-255 by the above dues dates. To
obtain forms call (916) 478-6125. In order for a firm to be qualified
they must show proof of qualification for the professional(`s) in
charge by providing the following: States registered in, State
registration number, date of registration and registration expiration
date. In evaluting firms, the following criteria and descriptors will
be applied in descending order of importance: (1) Capacity to
accomplish the work in the required time. Firm's ability to demonstrate
that previous contracts of record, similar to the project herein, have
been completed within contract time and have met contract requirements
with initial effort. (2) Specialized experience and technical
competence in the type of work required. Specialized qualifications and
experience of professionals and other key personnel assigned to this
project, including technical skills, management skills, and project
coordination in completing projects similar to the type and size of
work solicited herein. (3) Professional qualifications necessary for
satisfactory performance of required service. The firm's and
subcontractor's capacity, technical competence and qualifications for
satisfactory performance of projects similar to the type and size of
the projects solicited, including the percent of time the professionals
will be in the field, assigned to the project. (4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules. Greater consideration will be given to firms demonstrating
previous performance on contracts similar to the type and size of the
project solicited herein. (5) Location in the general geographical area
of the project and knowledge of the locality of the project; given the
nature and size of the project. Greater consideration will be given to
firms demonstrating previous performance on contracts performed in
central Sierra Nevada Mountains (within or adjacent to the Tahoe
National Forest) similar to the project herein, knowledge of historical
local surveying practices, record repositories, land ownership patterns
and proximity of the firmto the project area. (6) The volume of work
previously awarded within the past five years by the Forest Service in
California will be evaluated with the objective of effecting an
equitable distribution of the contracts among qualified A & E firms,
including minority, 8(a), or small disadvantaged firms that have not
had prior Forest Service contracts. (7) Additional Points may be
assigned or credit given to potential contractors that are or will
subcontract with certified 8(a) or other small disadvantaged
