Specialist, 202-205-5414 FURNISH TELECOMMUNICATIONS SERVICES. The U.S.
Information Agency (USIA), Bureau of Broadcasting (BoB), Engineering
Telecommunications Directorate (B/ET), requires, subject to
availability of FY1996 funding, a Contractor to furnish domestic
satellite space segment for its global satellite interconnect system
(SIS), which carries critical program distribution between the Agency's
offices in Washington, DC and its relay station in Delano, California.
Contractor shall furnish all services on a single, geostationary
satellite, that is in a stable (non-inclined) orbit, with station
keeping no worse than +/-.1 Degree in both North-South and East-West
drift from the satellite's designated orbital location. Contractor
shall provide capacity for three (3)simplex, QPSK, 1/2 rate FEC,
INTELSAT Closed Network, standard 1.544 Mb/s T1, Ku-Band carrier and
appropriate guard band from Washington, DC to Delano, California.
Carrier power shall be sufficient to produce an eb/no of 14 db at the
Washington receive station demodulator. Contractor further shall
provide capacity for one (1) simplex, QPSK, 1/2 rate FEC, INTELSAT
Closed Network, standard 1.544 Mb/s T1, Ku-Band carries and appropriate
guard band from Delano, California to Washington, DC. Carrier power
shall be sufficient to produce an eb/no of 14 db at the Washington
receive station demodulator. Contractor shall furnish RF frequencies
for this service by September 1, 1995, or date of contract award (if
after September 1, 1995). Contractor shall furnish T1 services by
January 1, 1996. Additionally, Contractor may be required to provide
simplex 6.7 Mb/s, PSK, 3/4 rate FEC, Ku-Band carriers and appropriate
guard band from Washington, DC to Delano, California and from Delano,
California to Washington, DC. The carrier power shall be sufficient to
produce an eb/no of 14 db in both directions. The performance period
for this contract is one (1)year with renewal options of up to six (6)
