A -- RESEARCH AND DEVELOPMENT OF SEMI-AUTONOMOUS AND AUTONOMOUS SYSTEMS FOR THE COLLECTION OF HYDROGRAPHIC AND OCEANOGRAPHIC DATA SOL N00014-95-R-AS05 DUE 082195 POC Ann Sharpe; Contracting Officer John W. The Naval Research Laboratory-Stennis has requirements such as those identified in the following general areas: (a) system and equipment engineering reliability, upgrades and maintenance-including two existing autonomous vessels; (b) software engineering; (c) software prototype research, design development, and fabriation; (d) installation engineering; (e) oceanographic data collection to include such as: development of test plans and procedures, data collection and analysis plans, for laboratory and shipboard testing for oceanographic programs; design of instrumentation systems for acquisition of baseline performance data of prototype systems; computer programs for analysis of data collected; data gathering, reduction and analysis tasks; logistics management preparation and execution for field exercises for scientific investigations; installation and calibration of equipment; (f) testing, repair, and training in the repair and maintenance of existing and prototype systems; (g) testing and integration of such as: (1) advanced navigation sensors; (2) sediment classifying sensors; (3) optical sensors; (4) long-range, over-the-horizon, and acoustic communication concepts; and (5) high frequency acoustic sensors for combined collision avoidance and shallow water bathymetry; and (h) semi-autonomous and autonomous survey capabilities. Deliverables will include: (1) cost and performance reports; (2) technical reports; (3) software and hardware/equipment development/modifications/enhancements along with associated documentation and source codes; (4) data sets; (5) other requirements identified in Orders issued under resulting contract; and (6) final reports. The base period is estimated for 12 months with an additional four 1-year options. A cost-plus-fixed-fee, indefinite quantity, level-of-effort type contract is contemplated. A SECRET facility clearance will be required. Prospective contractors should request, in writing, a copy of solicitation/RFP no. N00014-95-R-AS05; FAX (601-689-8960) requests are acceptable. Solicitation/RFP to be issued approximately 15 days after the publication of this notice, with closing data approximately 30 days after issuance of RFP.
