Fixed-Price Architect-Engineer Services for the preparation of Plans,
Specifications and Cost Estimates suitable for Bidding and
Construction. The Earthquake (Registering 8.1 on the Richter Scale)
which occurred on 08 August 1993 caused a significant structural damage
to various buildings and structures on Guam including Wharf ''Sierra''.
Earthquake damages to Wharf ''Sierra'' include pavement/subgrade
settlement and cracks on the dockside paved area, bent/broken steel
sheet piles, cracks and spalls on the concrete bulkhead, and possibly
ruptures/cracks on the utility lines. To restore the structural
integrity of the dockside area and to ensure continuous and reliable
operations in the wharf. This project proposes to repair the wharf.
Repairs consist of stabilizing the subgrade material, resurfacing the
dockside paved area, replacing damaged steel sheet piles by driving new
piles, replacing fendering system and concrete bulkhead, repairing
damaged utility lines, cathodic protection, and other associated work
required.Selection will be based on the following criteria which
arenumbered in order of importance: (1) Recent specialized experience
of the firm and proposed consultants in the design of repairs to
wharves. List experience with similar projects successfully designed in
the last five years; (2) Professional qualifications of the staff
(in-house and/or consultants(s)), with respect to the overall makeup of
the design. The experience and roles of key design personnel,
specifically on related projects addressed in criteria element one; (3)
Design Quality Control Program. Provide information describing the
quality control program and key procedures including coordination of
subcontractors, quality control program. Include documentation that
demonstrates successful application of quality control program for
previous projects similar to those listed in criteria (2) above; (4)
Capacity to accomplish the work in the required time; (5) Past
performance on contracts of similar nature to that identified in the
''Description'' above with government agencies and private industries
in terms of compliance with the performance schedules and cost control.
Show examples of bid prices compared to A-E cost estimates for similar
recent projects. Also, show cost control measures taken and office
procedures used to ensure design within authorized project parameter.
List recent award commendations and other performance evaluations; (6)
Location. Demonstrate knowledge of conditions and requirements for
design and construction in the locality. Discuss location of the firm
in general geographical area; (7) Volume of DoD award. Indicate volume
of work previously awarded by the Department of Defense (DoD) to the
firm in the last 12 months; (8) Use of Small or Small Disadvantaged or
Women-Owned businesses as subcontractors. The estimated construction
cost range is between $5,000,000.00 and $10,000,000.00. A-E firms which
meet the requirements described in this announcement are invited to
submit complete, updated Standard Form 254 and 255 to the office shown
above. Only one copy of each form is required. IN BLOCK 10 AND AN
ADDENDUM THERETO IF NECESSARY, STATE WHY OUR FIRM IS SPECIALLY
QUALIFIED BASED ON EACH OF THE ABOVE SELECTION CRITERIA. FOR SELECTION

ROLE''. Show the office location where work will be done and describe
the experience and location of those that will do the work. Firms
responding to this announcement within 30 days from publication date
will be considered. Firms must submit forms to the Contracts Department
by 2:00 p.m., Guam Time on the closing date. Should the due date fall
on a weekend or holiday, Standard Form 254 and 255 will be due the
