Naval Air Warfare Center Weapons Division, China Lake, CA, intends to
issue Firm Fixed Priced contracts for Petrogenetic Studies of the
Earth's Crust. The studies support research conducted by the Navy
Geothermal Program Office (GPO), China Lke, CA, into the relationship
of basaltic magma intrusion into the earth's crust and development of
geothermal systems. The scope of this Broad Agency Announcement is
limited to research in (1) Petrogenetic models of crust-mantle
interactions in geothermal areas; (2) Geophysical modeling of heat
transfer and density relationships of magma bodies in the crust; and
(3) Crustal extension and thinning and its relationship to formation of
magma and geothermal fields. Each offeror may submit more than one
proposal, although each proposal must address only one concept.
Contract award is anticipated no later than 30 September 95 for work
beginning 1 October 95. However, proposals will be accepted through
February 1996 for possible award in 1996. Each contract award is
expected to include one base year with options for up to two additional
years of research. Proposals will be evaluated on (1) Relevance and
contribution to the Navy GPO needs (most important); (2) Overall
scientific and technical merit of the proposed work; (3) Uniqueness and
innovation of the approach; (4) Capabilities and related experience of
key personnel in the technical areas being proposed and the eastern
Sierra Nevada/NAWS/ECVF region; (4) Adequacy of laboratory facilities
to execute the proposed work; (5) Familiarity with previous work
performed in the study area; and (6) Realism of the proposed costs.
