TRAINING AREA (SITE 4) SOL DAHA46-95-B-0003 due 080995. Contact

of Fire Training Area (FTA) Site 4, P/N PJVY957036, 167th AG, WV Air
National Guard Base, Eastern WV Regional Airport-Shepherd Field,
Martinsburg, WV 25401-7704. Project consists of furnishing all labor,
plant, transportation, material, equipment, testing and supervision
necessary for complete restoration of the site. The project consists of
excavating an estimated 1750 CY of soil contaminated with chlorinated
solvents and polynuclear aromatic hydrocarbons and treating the soil in
a mobile thermal treatment unit. Soils will be treated to a specific
target cleanup levels for volatile organic compounds (VOCs) and SVOCs.
Treated soil will be backfilled and compacted at its place of origin.
Excavated material that is not suitable for backfill will be steam
cleaned and transported off-site to an approved disposal facility. In
order that the excavation, treatment, and backfill can be accomplished,
the following summarizes the needed actions: (1) Perform site work and
construct utilities to accommodate the thermal treatment unit. Site
work will include but not be limited to constructing working platforms,
soil off-loading areas, and soil catchment area. Site utilities will
include electric service, lighting, and drainage. (2) Excavate FTA
soils, load, haul to treatment unit, off-load, weigh (for dry weight),
treat, sample stockpile and excavation, load treated soil, haul back
to FTA, backfill, compact, grade, loam and seed. The entire 1750 CY of
contaminated soils shall be excavated and treated to target cleanup
levels prior to the start of any backfilling operations. Excavation
shall continue under the direction of the Contracting Officer until the
levels of contaminants in the soil remaining in the excavation are
below detection limits. The remediation work at the FTA will include
maintaining the integrity of existing monitoring wells outside the
excavation. Aircraft will be in operation in close proximity to the
removal action operation. Estimated construction cost is between
$1,000,000 to $5,000,000. Estimated construction time is 154 calendar
days. Estimated solicitation issue date on-or-about July 5, 1995.
Estimated Pre-Bid Conference on-or-about July 19, 1995, 11:00 a.m.
local time at the Air Guard Base. Estimated Bid Open Date/Time on or
about August 9, 1995, 11:00 a.m. local time at the Air Guard Base.
Plans and specifications are reserved for general contractors only.
Interested general contractors should as early as possible, but not
later than 15 calendar days after publication of this notice, indicate
interest in bidding on the project. This acquisition is
``UNRESTRICTED''. All responsible sources may submit a bid which will
be considered. Requests must indicate the firm's size status such as
large business, small business, small disadvantaged business, or 8(a).
Failure to comply with this requirement will negate your firm being
placed on the Bidder's List with no further action by the Contracting
Officer. The Standard Industrial Classification (SIC) Code is 1629. The
applicable small business size standard including affiliates is no more
than $17.0 average annual revenue for the previous three years. There
will be no charge for the plans and specifications. Requests will be
limited to one set each per general contractor. The plans and
specifications may be viewed at the USPFO for West Virginia Contracting
